Good lord that was hard to find. Here is the maze they put you through:
1. Make a sybase developer account.
2. Goto suport and servces EBFs/Maintenance (Not Downloads as one might think)
3. Select Adaptive Server Enterprise from the products list
4. Select EBF 16 16826: 15.5.4 ESD #9.1
5. Agree
6. Download EBF16826.dmg
