Note Gopal's latest commit.  We now have an APC_3_0 branch and 
development continues in HEAD for an eventual 3.1 release.  The branch 
is a bug fix only branch at this point and PHP4 support will be 
maintained.  HEAD doesn't build for PHP4 anymore.
