The CHMs are outdated, but otherthen that, there is nothing wrong with them.

The reason why they haven't been updated in a while is because we
recently switched over to the DocBook rendering application which
unfortunately does not support the CHM formats.
However, CHM support is planned and there is a GSoC student working on
it (among other things) so it will hopefully be available within few
weeks.
