OK so I missed an 'if' somewhere, will track it down :)

Yes, I changed this in the last commit and forgot to update the README.

ext/intl is unlike any other extension because it has several subdirectories 
containing source code, I haven't got as far as dealing with that yet. 
Everything else only has one (the underlying library), if any.

I'll fix that after the Thursday deadline, phar needs attention now.
