Moving the discussion to the pecl development list. Packages available in PECL reside on pecl.php.net, may be covered in the official documentation on php.net and are easily installable on *nix (soon also on windows, though binaries will be provided). Also other infrastructure can be leveraged like gcov.php.net Getting directly into PHP core seems unlikely at this point (imho). For one its not clear how large the user base is.
