Are you running the version which requires SSL or the non-ssl version? 
If the SSL version, are you using the SSL dlls from the site or the ones 
from the aforementioned apache build?

Is there any chance you could run a script directly instead of via 
apache. The install_driver(Pg) failed error is a very generic error it 
spits out to logs and stdout when there are issues like this. But, 
usually an error dialog is generated if run directly that is infinitely 
more useful.
