It is normal for a bunch of tests to be in a failing state between
Pugs releases.

If 'make' for Pugs seems to complete, and running pugs -v gives you
the same build number you thought you downloaded, then the build
itself is fine. This is the most important thing to be working as a
prereq for us doing anything.

Of course, go ahead and submit smoke reports (using 'make smoke'),
particularly if existing ones at http://smoke.pugscode.org/ don't
correspond to your system config, so its easier for others to see
what tests fail.
