Call for Speakers

Open Source: A Case for e-Government


infoDev, the Cyberspace Policy Institute of The George Washington
University, and the UNDP are proud to present a conference on "Open
Source: A Case for e-Government" to be held in Washington, DC, USA, Oct.
17 - 18, 2002.

The aim of the conference is the presentation of best practices, awareness
raising, and the sharing of experiences among policy makers, donors,
users/consumers, universities, and industry specialists in Open Source,
e-Government and related fields.

The conference will draw participants from local, national and
international organizations from both the public and private sector.

To facilitate the organization of topics and events at the conference, you
are invited to submit speaking and demonstration proposals. We strongly
encourage speakers from both developed and developing countries to share
experiences and submit proposals.


Topics

Suggested topics include, but are not limited to, the following:

Open Source and e-Government in developed and developing countries (i.e.,
how governments and local authorities are benefiting from using Open
Source)

Open Source vs. Proprietary Software (e.g., what is the proper role of
each in e-Government)

Demonstrations of Open Source Projects (e.g., LinuxTM, OpenOffice,
MozillaTM, GNOME, MySQL, etc.)

Open Source and the Security of the Critical Information Infrastructure

Open Source in Education, Health Care, and other Government Sectors

Open Source in Training IT Professionals, and its Implications for
Competition, Job Creation and the Software Industry

Business Cases: The Economics of Using Open Source Software and Total Cost
of Ownership

How Open Source Empowers People with Disabilities

Discussion of the GNU GPL and other Community Open Source Licenses

Submission Details

Deadline for speaking proposals: August 19th, 2002.
Notification of acceptance: August 23rd, 2002.
Final submissions deadline: September 20th, 2002.
Conference: October 17-18, 2002.

Panel presentations will be 90 minutes, including a question and answer
period. There is a maximum of 4 panelists per session. (You may propose
complete panels, or we may assemble the panel based on individual
submissions).

Please submit the following with your speaking proposal:

A 150-word abstract including title, speaker(s), affiliation(s) and
presentation summary.

A one-paragraph biography, plus a short resume (optional), for each
speaker.

If your submission is accepted, the 150-word abstract and final
presentation material will be included in the conference handbook. You are
strongly encouraged to submit articles and other materials for inclusion
in the conference handbook. These supplemental materials may be selected
for inclusion in the conference handbook whether or not the speaking
proposal is accepted (unless you include instructions to the contrary).
Thereby, the conference handbook may become a reference book for the
issues discussed.

Proposals should be submitted in text/A4 format to stanco@seas.gwu.edu by
the August 19th, 2002 deadline.
