In order to build and install modules like HTML::Parser from source you basically need the same compiler environment that was used to build perl itself. The 'cl' program that you are missing is the Microsoft C compiler. Which perl are you using? Can I suggest that you just try ActivePerl since it comes LWP and releated modules ready to go.
