In Seattle they are laying off 70 cops but their first cut was with something called the transition team that dealt with the homeless ppl. Seattle gets 800,000 911 calls a year. Vancouver gets around 611,000 such calls  a year. Although these numbers amplify the problem since 20 different ppl can phone in about  a drive by in 5 minutes after the incident.

In a 5-4 vote, the council voted to defund the Seattle Navigation Team. The Nav team offers services to the homeless living on the streets and in RVs. The team also clears illegal encampments. It is comprised of police officers, waste management employees and social workers. In earlier versions of the cuts, the council had proposed replacing the police department with social workers.

They also got rid of the mounted unit which I thought did a great job at patrolling Seattle concerts I don't know if they still do that in Toronto but they were also good at it.
