The poor get detained, but others don't even get fined ?

That's what this story seems to indicate.

If you're homeless, or have mental or addiction issues, you can be detained.
But if you're just one of the thousands who flout the rules for self-isolation, you're very, very unlikely to get even a fine?

Yeah, that's the way to get the population thinking seriously that this is a killer pandemic, Premier Kenney. Mustn't upset the voters . . . some of them may be Conservatives.
