New NoCem for cleaning the "fr.*" groups

Hi,

I am developing an robot for the "fr" hierarchy.

I followed your suggestion to use NoCem instead of cancels.

I published them in the "news.lists.filters" group.

This robot is based on the strict respect of the cancel rules for the 
french group discussion described in a consensual document named:
 "[FAQ] Les annulations légitimes sur fr.* (usenet-fr)"

The robot has detected some spam messages, for example on the
technical forum "fr.comp.lang.c." and other forums.
