It was the city that claimed the Pride float might be threatened and 
used that possibility as a justification for refusing their 
participation. So given that argument, the city must allow them to 
participate and protect them. They could have just allowed them to 
participate in the first place and been under no obligation to provide 
protection absent a threat.

Bottom line: the city made its bed and now it must sleep in it.
