Irrelevant.  Its a -->Command<-- Center.
Where personnel happen to go for training doesn't matter.

Alabama is a pretty horrible site, as it lacks the mountains to build 
infrastructure like the bunker presently inside of Cheyenne Mountain.

Face it:  this HQ move is 100% Politics, 0% Military Readiness.
Anyone who claims otherwise is a damn pathetic liar.
