I think there were some newsstories at the time about USian truckers 
were 'assisting' at some stage - no mention that I recall of whether 
they were vaccinated, although I imagine they would want to cross back 
into US at some point...

There are some legitimate privacy issues - including that this unique 
identifier is used in all kinds of context; health care, taxation and 
pensions, banks et.c.
We have a Data Protection Agency to try and keep private data out of the 
hands of people who shouldn't have it. Incidentally they recently 
forbade a school district to use chromebooks because of privacy concerns 
vis a vis Google...
