Some of us try to avoid the stuff, the Bostonians had the right idea, 
albeit for the (IMHO) the wrong reasons.  The last time I had a cup of 
tea (during Afternoon Tea no less), I had to get a drink of something 
else to get rid of the taste.

No, it is not illegal.  At a former place of employment, when offering a 
visitor a drink, the standard question was :

"Are you civilised, or do you drink tea ?"
