Hang on, that was in Private Eye*, so almost certainly an Urban Myff
thought up by Private Eye.

* For those not familiar with Private Eye.

It is a fortnightly first published, in London, in the early sixties. It
is a mix of jokes, satyr and very hard investigatory stories of the
misdeeds (mostly financial and corruption) of the 'Great and the Good'.
They were the people who helped keep the news of the postmasters and
postmistresses scandal alive.
