You would think so... Specific methods of revenue-collection for
governments doesn't have to (and in sane societies, isn't) tied to
specific government expenditures. Nobody (in their right mind) enacts a
special tax-type to fund the military or pay for lifetime ministerial
pensions. IOW - get the money from somewhere else[1] (only not from yet
another tobacco tax, we have suffered long enough).
