I think they don't take it seriously unless there are witnesses and 
stuff. Otherwise it turns into one of those he-said-she-said things.

Unfortunately, you control other people especially bullies.

Years ago, a co-worker spent time in jail because he molested a kid at 
his wife's daycare. The day before he came back, we were all herded into 
the boardroom and told that mentioning his crime or being mean to him 
was harrassment and anyone doing so would be fired.
The system works.
