It's an oldie but goodie in questionable marketing.
1) Make a series of figurines or cards or whatever, some of them in very
small numbers.
2) Anonymise the product with lots of non-transparent plastic.
3) Entice kids (and/or adults) to collect them all.
4) Profit.
