If only the somewhere will have a steady and uninterrupted supply of
fuel during a national emergency (and also people will refrain from
hoarding it like toilet paper).

It's really old. Like torrent grab old.
It was on that streaming platform I had access to for a while last year,
so it might be around somewhere (Turner Classics or summat)

'Shetland' is nice - they speak a lot of Norwegian in that. As they do
in 'Annika' of the Scottish water police or something. Quips and crimes
on the islands, and big holes in the forth wall.
