TALLAHASSEE, FLA. (TND) — The Florida Surgeon General recently issued a
memo outlining new policies regarding controversial gender transition
procedures after the Biden administration’s U.S. Department of Health
and Human Services (HHS) released a fact sheet promoting “gender
affirming care,” which includes puberty blockers, hormone therapy and
gender transition procedures. 

Systematic reviews on hormonal treatment for young people show a trend
of low-quality evidence, small sample sizes, and medium to high risk of
bias," the state's top doctor Joseph Ladapo wrote in the memo outlining
the Florida Department of Health's new state guidelines. "A paper
published in the International Review of Psychiatry states that 80% of
those seeking clinical care will lose their desire to identify with the
non-birth sex. One review concludes that 'hormonal treatments for
transgender adolescents can achieve their intended physical effects, but
evidence regarding their psychosocial and cognitive impact is generally
lacking.' 


The new guidelines indicated “social gender transition,” prescribed
puberty blockers, hormone therapy, and gender reassignment surgery
should not be treatment options for those under 18 years old. 

In HHS’s fact sheet, “social affirmation” is promoted, including
“adopting gender-affirming hairstyles, clothing, name, gender pronouns,
and restrooms and other facilities,” as well as the other treatments and
procedures that Ladapo’s memo says lack “conclusive evidence” of their
benefits, and carries the potential “for long-term, irreversible
effects.” 

Based on the currently available evidence, 'encouraging mastectomy,
ovariectomy, uterine extirpation, penile disablement, tracheal shave,
the prescription of hormones which are out of line with the genetic
make-up of the child, or puberty blockers, are all clinical practices
which run an unacceptably high risk of doing harm,'" according to the
memo. "Children and adolescents should be provided social support by
peers and family and seek counseling from a licensed provider. 

Ladapo’s memo did create an exception, noting the new guidelines did not
apply to procedures or treatments for children or adolescents born with
genetic disorders of sex development. 

It also pointed out the department’s new guidelines are consistent “with
the federal Centers for Medicare and Medicaid Services age requirement
for surgical and non-surgical treatment,” as well as with “guidance,
reviews, and recommendations” from Sweden, Finland, the United Kingdom,
and France.
