red many examples that have been taken down. On Instagram, there was a phot=
o referencing the popular video game, Call of Duty. On Twitter, a tweet tel=
ling readers to "put the chicken wings down n come to Jihad bro."

The recruitment process goes beyond social networks. On Ask.fm, recruiters =
will sometimes respond to questions by offering their "kik" username so use=
rs can get in touch privately. Kik is a smartphone app for messaging.

A social networking service is an online platform that people use to build =
social networks or social relationships with other people who share similar=
 personal or career interests, activities, backgrounds or real-life connect=
ions.

This is a list of notable active social network services, excluding online =

According to TechCrunch, NGL is now sitting in the top 10 in the Apple App =
Store, and much of its current growth is being driven by Android users in m=
arkets like India and Indonesia. NGL allows users to create an inbox for an=
onymous questions. Every user receives a link to their inbox, which can be =
shared across social media platforms, but lately, people have been using it=
 for Instagram specifically.

NGL might remind folks of ask.fm(Opens in a new tab), also a website used t=
o ask questions and share thoughts anonymously. However, since ask.fm doesn=
't have a tracker or any monitoring, it was often used to bully and harass =
people with no consequences. NGL prioritizes safety by using AI content mod=
eration. NGL has built-in algorithms that can detect and filter out harmful=
 content associated with hate speech and cyberbullying. The app also offers=
 the option to report and block users.

cking down on anonymous apps, though.) On a computer, the link will open up=
 in a browser, where people can type responses that are sent to your NGL in=
box.

 able to question this person and present your side of the case. You or you=
r representative will also be able to question any witnesses which you brin=

 security numbers? A - 7. The Federal government does not prohibit states o=
r districts from collecting the social security numbers of prospective or c=
urrent students. States and local school districts must decide, however, wh=
ether they have a legally permissible reason to collect this information. I=
f they choose to collect social security numbers, they must follow Federal =
laws regulating the use of that information. For example, under governing F=
ederal laws, if a district requests social security numbers, it must inform=
 individuals that the disclosure is voluntary, and must explain both the st=
atutory or other basis for seeking the numbers and how the district intends=

As the Dear Colleague letter makes clear, a district cannot deny enrollment=
 to a student if he or she (or his or her parent) chooses not to provide th=
e student's social security number.5 Districts have alternatives to request=
ing social security numbers. For example, a district seeking to have studen=
t identification numbers could decide to assign a randomly selected number =
to each student. In this way, the state or district would avoid any chillin=
g effect that a request for social security numbers may have on the enrollm=
ent of students because of their race, color, national origin, citizenship,=
 or immigration status.

A school district that opts to request social security numbers should make =
clear in all enrollment and registration documents, including forms, websit=
es, and communications with parents, that the provision of the child's soci=
al security number is voluntary, and that choosing not to provide a social =
security number will not bar a child's enrollment.

A - 8. There is typically only minimal information that a district is requi=
red to collect under state law for a student to be able to enroll, such as =
proof of age, immunization history, and residency within the district. Both=
 the state and the district must act in compliance with the Constitution an=
d valid Federal or state laws, including their obligations not to discrimin=
ate, or implement policies that have the effect of discriminating, on the b=
asis of race, color, or national origin. In doing so, states and districts =
should also assess their current policies to determine whether they are doi=
ng anything that may have the effect, albeit unintended, of discouraging th=
e enrollment of undocumented children, such as asking for immigration paper=
s or social security numbers. Such practices and policies, once identified,=
 should be changed to eliminate any possible chilling effect on enrollment.
