Ridglan Farms, the embattled animal breeding and research facility in the Town of Blue Mounds, was ticketed for a manure-filled trench used to slow protesters over the weekend. Ridglan was cited for constructing or altering a manure storage facility without a permit, a court document obtained by Channel3000.com shows. A break-in on Saturday morning saw approximately 1,000 activists descend on the Ridglan Farms property, where the movement's leader, 44-year-old Wayne Hsiung of New York, was arrested. Roughly 25 arrests were made, many of whom were released. Protests continued through Monday morning. Activists at the Wisconsin State Capitol converged outside Gov. Tony Evers' office chanting "Free the dogs!" Hsiung and others have spent years accusing Ridglan Farms of animal cruelty and calling for dogs at the facility to be released. Reviews by the Wisconsin Department of Agriculture, Trade and Consumer Protection raised concerns over "cherry eye" procedures performed on beagles at the facility. Richard Von Domelen, Ridglan's lead veterinarian, saw his license suspended after DATCP found he delegated the procedures to staff who weren't properly licensed. The department hit Ridglan Farms with 311 violations last September, mostly centered on the cherry eye procedures. In 2025, the facility entered into a settlement with a special prosecutor that saw it hand over its breeding license, effective July 1, in order to avoid criminal prosecution. The facility was allowed to continue operating as a research facility. An estimated 2,000 dogs are kept at the facility, but Ridglan Farms maintains that it is committed to the care of its dogs. The research facility acknowledged that it was cited for constructing a manure storage facility without a permit and added it will take appropriate steps in response to the citation, and added it did not built a manure storage facility. "We dug a trench around the perimeter of the facility. This obstacle impeded a dangerous mob that sought to commit a forcible mass break-in and theft that placed law enforcement, employees, bystanders and animals at risk."
