Once upon a time there was a nice bright shiny underpass.
It had lights, was free of litter, and many people used it.
Then hooligans and vandals started to frequent this underpass. They 
smashed the lighting, graffitied the walls, smashed bottles and shit 
and pissed in it and mugged the few users of the underpass that were 
daft enough to use it.
Now no one users the underpass except for a few ne'er-do-wells who 
hang there and wonder where everyone has gone.
