Frustration. Cops are people just like you and me, they get called on a job and when people don't cooperate the cops get frustrated just like anyone else. This man was not cooperating with the police, so they got frustrated and let the dog continue to bite him.

Dogs trained to bite can be unpredictable, unfortunately that's what happened. The K9 shouldn't have bit him in the first place because his hands were up and he was complying. The officer was giving him commands to stop or let go and he wouldn't.

Every K9 video shows abuse. Evidently the police enjoy physically tearing apart those that don't comply with their authoritay.
That's why they don't use tasers, tasers only incapacitate their victims, they want to see blood and torn body parts. Don't believe it? Start watching these videos. Pretty obvious where their heads are at.
They have a K9 website where they just about ejaculate over their 'takedowns', citing the amount of blood spurting out and on and on. They are all into it, it'll make your head spin. We have a very mentally sick and over powered police state situation on our hands.

That's what these entitled people tend to forget. We may not vote for the chief directly but we DO vote for the mayor who appoints him or her and frankly, if I were the mayor and I thought this guy was going to interfere with my re-election with malfeasance and abusing his authority with deliberate indifference, he would be fired immediately.

The problem is systemic but the biggest problem is that we have allowed a group of people, in a UNION, to arm themselves with military equipment and investigate their own crimes.

If they want to be paramilitary then they should clearly be accountable and under the jurisdiction of the National Guard in military tribunals. This type of stuff would end tomorrow with that one change.

And parasites who defend police wonder why they're so hated. Saddest part is they will justify anything. Sadder still, many of them will never know the injustice that lower class people have to endure from the police because they live in privileged bubbles. All of this happened not to a man who was abusive, or a sexual predator or a criminal of any kind; but to any other guy who was simply complained about by a neighbor due to noise. I've had noise complaints from my neighbors because of my dogs. And in response, the police defy his constitutional rights, invade his home, and have their dog bite his face into oblivion and then bite him some more after he's handcuffed. Anytime I see police getting attacked or murdered I remind myself of the myriad of horrors I've seen too many of their kind inflict upon the common people and I think of one simple word: Justice.
