It sounds like this was a direct response to the John Wayne Gacy murders that happened at about the same time. This us also about the time the "killer clown" trope started taking off, with the beginning of the movie "Halloween" being possibly the first example, then evolving to IT's "Pennywise" and beyond.
I don't know why it surged so much in the past 10 years. Maybe because of an internet Creepypasta?
