You're wrong. Being a pubpic building doesn't determine if you can record.

States have laws that determine if you can record.

They're called "Two-Party Consent laws".

There is no Federal law that allows you to record in a State or Federal building...or anywhere for that matter.

Also, there is no Federal law that gives you the "right" to so so either.

@YouCantFoolMe actually....State statutes can't abrogate Federal laws. The first amendment allows him to record is a public/government building. (See Glik v. Cunniffe, 2011)

That does not establish the ability for a person to do that anywhere they want.

Sorry, but you're wrong. States still have the authority to determine those laws in situations like this.

States (at least some) have two party consent laws in the books that require the consent of all parties involved in the conversation.

@YouCantFoolMe and it's cool, I can tell that no matter what I state...I'm wrong lol. So I won't go back and forth, but that fact of the matter is he can record. He won't be arrested for the act of recording.... disturbing the peace, maybe. But a company policy is not the same as positive law. Can't argue with success, people simply don't catch cases for recording. A Title IV-D agency does operate as a business in contract with the state, but the building they operate out of is in fact County/State ran...He can legally record.
