In order to issue licenses to RDP clients, your RDS License Server must be =
activated. To do it, open the Remote Desktop Licensing Manager (licmgr.exe)=

The Remote Desktop Services license server issues client access licenses (C=
ALs) to users and devices when they access the RD Session Host. You can act=
ivate the license server by using the Remote Desktop Licensing Manager.
Per Device CALs
These are permanent CALs assigned to any computer or device that connects t=
o an RD Session Host Server more than once. The first time a computer or de=
vice connects to an RD Session Host, its by default issued a temporary lice=
nse. The second time a computer or device connects to an RD Session Host, t=
he license server issues it a permanent RD Per Device CAL, if the license s=
