3 arrested after police declare riot at Portland ICE facility

PORTLAND, Ore. — Three people were arrested after police declared an 
unlawful assembly, then a riot, Saturday night at the U.S. Immigration and 
Customs Enforcement (ICE) facility in Portland. It followed a day of 
peaceful anti-Trump "No Kings" protests across Oregon and the U.S.

The Portland Police Bureau (PPB) said three people were arrested at the 
ICE facility, for attempted assault of a public safety officer, first-
degree criminal mischief, harassment, interfering with a peace officer, 
third-degree escape and first-degree theft.

"The arrests were strictly focused on criminal actions, and not 
constitutionally protected free speech," PPB said in a news release, 
adding that more arrests could happen later as police conduct follow-up 
investigations.

In a news release, PPB said one of the people was arrested after they were 
seen throwing a rock at a building. Officers reported pepper spray was 
used against them during that arrest. Another person was arrested because 
they were seen picking up traffic-control devices around the area and 
placing them in their truck, police said.

A federal officer was reportedly injured but did not require medical 
treatment, according to PPB.

"The situation is stable and there is no riot at this time," Portland 
police said in a post on social media at 9:10 p.m., reporting that one 
person had been arrested. "We currently are not observing criminal 
activity. We continue to monitor the situation." After that post, police 
made two more arrests.

According to The Oregonian, earlier Saturday night, federal officers in 
tactical gear clashed with a crowd of several hundred people, deploying 
smoke bombs, tear gas, flash grenades and projectiles. They were met with 
water bottles and fireworks. A glass door at the facility was shattered, 
and one person was detained by federal officers.

Shortly before 6:30 p.m. Saturday, police ordered people to disperse near 
South Moody and Bancroft, closing the area and saying that those who do 
not obey "may be subject to citation or arrest." About 10 minutes later, 
PPB reported that it had been declared a riot.

Shortly before 7 p.m., police said a "medical event" had been reported 
within the facility and that medical personnel would be entering the 
building. People were told to move away from the entrance and not 
interfere or "force [would] be used against you," police warned. 

Police said around 8 p.m. that officers "observed criminal activity, 
including assault and criminal mischief, and will be making targeted 
arrests," warning people not to interfere. They added that impact 
munitions and other physical force may be used "if necessary."

This follows about a dozen arrests outside the same facility this week, 
including individuals accused of setting a fire, assaulting a police 
officer and placing obstructions around the building. A small crowd 
remained outside the ICE facility for several days this week, rallying 
against recent federal immigration enforcement actions.
