These systems always come with one big problem, which is spam. There's 
no shortage of people willing to host a relatively small amount of 
content for the good of a community for free (e.g. eternal-september). 
But if the system is free to the end users, it always ends up being used 
to transfer very large amounts of data it can't easily handle (e.g. 
binary Usenet) necessitating either some moderation to prevent that, or 
users actually paying for the resources they use.
