NO they can't, it's PUBLIC PROPERTY NOT DeBlasio's.  DeBlasio is a
political elected candidate and under the rules of the FEC Federal
Election Commission he can't use the PUBLIC's property for his own gain.
 This means DeBlasio has committed FRAUD.

He was giddy at the opportunity to go out and use PUBLICA PROPERTY and
PUBLIC FUNDS for his own political gains. so giddy he didn't sceck with
the lawyers to see if it was legal.  And being the Corrupt
Marxist-Democrat that he is he ignore d that all that stuff isn't his
personal property and neither are the police he used and his security
team that he used to go out and engage in this display of self interest
and self political promotion.
