By saying the "Indians NOT taxed" it says that anyone who is NOT
taxed.... the Indians being an example. And since citizens are taxed and
"legal" not illegal aliens they *aren't* taxed and counted in the
census... the Indians and the Illegal aliens aren't taxed, but the
Indians were NOT U.S. Citizens or Residents since they were living
outside of the what were the 13 colonies rather then living in and with
the colonies.

The Indians didn't receive the same RIGHTS as Americans but then again
they weren't taxed and the Indians  NATIONS were NOT treated as American
Citizens because they didn't live in the colonies and yet they weren't
illegally here either.

SO if an Indian was NOT counted because they are here and NOT legally
part of The United States of America and they were actually here
"LEGALLY" then someone here "Illegally" should NOT be counted since
they're NOT part of the United States of American either.  The Indians
are the exception to requirement that someone be here LEGALLY as they
are made legal but that was carved out in the constitution for them with
NO census count and no Congressional representation for a reason....
BECAUSE they are here but need no representation if they are NOT taxed
and don't understand our Government enough to participate.

We could change their status and give them Representation and taxes to
pay.... Then the Indians could pay a tax wile they live on their
reservations...?


And since the people here illegally pay no taxes they receive no
representation just like visitors (which they are)  they aren't taxed by
the Income tax because they don't work unless they are legally issued a
GREEN CARD so they can work and pay taxes.


The litmus test is obviously their legality in being here like the
Indians that have land outside the United States where they lived which
was bordering  the United States and now have land that is a RESERVATION
 bordered on all sides by the United States, where they live... that
they aren't taxed within, BY THE U.S.  GOVERNMENT.
