Sixteen (16) Dogs, Including Pit Bulls Running Loose at a Home in Ruhfud County?

That's too many.   But I scanned Ruhfud's animal ordinances and did not find a leash law.   I don't know anything about their new sheriff.    He seems to be literate and reasonable, but Ruhfud's previous sheriffs have been a motley crew of illiterate rednecks and various petty and felonious criminals.   Same for their DAs, and the insolent wretch DA they have now -- Teddie Bell *-- is a scoundrel from the wilds of Pennsylvania.   They had a droopy-drawered DA  preceding Teddie.    He was a known crook, but it looks as though Ruhfud and McDowell Counties with Teddie Bell have jumped out of the frying pan and into the fire.

I am inclined to suspect that the bitten boy was riding his bicycle by the premises where the dogs were hoarded and he taunted them.   When he is out of hospital, both he and the dogs need to be on leashes.

Teddie has a history of ignoring felonies, including a rash of grand larceny at Rutherford County Airport.   I got a feeling the whacked out sonofabitch is going to be another one-termer.   And those hard-working people of two counties, the district in which Teddie is the DA, will find it hard to believe the mouthy little bastard from a PA rural dirt farm got so rich so quick that he can afford a million-dollar palatial home near Marion:
