if there's any sense to be made, I think they're trying to claim that steam powered vehicles existed in neolithic Britian due to the proximity to high sulphur coal deposits, and they were used to construct stone henge because a US kindergarten said so.
Or
He's trying to claim that stone henge was built in the 19th century using steam power.
