This allows political operatives to gather the ballots en masse and return them to the board of elections. Does anyone think it is a good idea for people working for a campaign to be allowed possession of large numbers of ballots. The opportunity for fraud is glaring. The voter doesn't sign his ballot for obvious reasons. A person's ballot is supposed to be a secret. So how do we know the ballot that got returned in the envelope is the same one the voter put in the envelope. There is also the possibility of a voter who really doesn't care about the election to be manipulated into voting for the candidate whose worker is the one collecting the ballots or even handing the operative a blank ballot. I'm less concerned about cases of individual fraud than the possibility of fraud on a massive scale which ballot harvesting makes quite possible. The safeguards don't seem to me to be much of an obstacle. They could easily be defeated and there would be almost no way to prove it.
