"Do not do X" is a commandment. 

Do not eat from that tree, do not 
worship other gods, do not commit
adultery, do not violate the sabbath,
do not steal, do not covet thy 
neighbors wife, do not look upon
that city.

Those are not "choices", they are 
COMMANDMENTS
