The RDS units don't use the older code system, they are VIN locked. To 
unlock them you need a scan tool that can talk to the radio and either 
write in the VIN of the vehicle it is now in, or you can erase the VIN 
that is in the radio and unplug it. Plug it back in and the BCM will 
think it's a new unit and write the current VIN to the memory chip.

The Tech II, MDI, and a few of the after market scan tools can do it.
