erns over what Putin might do next.

ly-veiled threats to keep the West from getting too involved in Ukraine. Fo=
r example, he raised Russia's nuclear alert level in the early days of the =
conflict, although U.S. officials said - and this is important - they saw n=
o actual change in Russia's nuclear posture. Now, more recently, Putin said=
 Russia would use any means necessary to defend what Moscow claims are thes=
e newly annexed Russian territories in Ukraine, with Putin warning it was n=
o bluff. And, you know, there are some in the West that are worried that th=
is latest Russian charge concerning the dirty bomb reflects Putin's dwindli=
ng options on the battlefield. You know, as Russia has struggled, in part b=
ecause of Western arms support to Ukraine, there are even voices here in Mo=
scow that argue only a massive strike or the threat of one could shift Russ=
ia's fortunes. And so Russia's dirty bomb allegations, true or not, could i=
n - some in the West say - provide Moscow with a pretext to take more drast=
ic measures.

radiological weapon. A dirty bomb is made of any radioactive source and a c=
onventional explosive. There would be no nuclear blast and likely no fatali=
ties, but the radioactive material is dispersed and can cause extensive fal=

ns called radiological exposure devices where an explosive is not necessary=

 militants captured nuclear materials from Mosul University. In a letter to=

n manufacturing weapons of mass destruction". However, Nuclear experts rega=
rded the threat as insignificant. International Atomic Energy Agency spokes=
woman Gill Tudor said that the seized materials were "low grade and would n=
ot present a significant safety, security or nuclear proliferation risk".[3=

In March 2016, it was reported that a senior Belgian nuclear official was b=
eing monitored by ISIS suspects linked to the November 2015 Paris attacks l=
eading the Belgian Federal Agency for Nuclear Control to suspect that ISIS =
was planning on abducting the official to obtain nuclear materials for a di=
rty bomb.[34]



For the radioactive material in a dirty bomb to be scattered across its tar=
get zone, it has to be reduced to powder form. But if the particles are too=
 fine or released into strong winds, they will scatter too widely to do muc=
h harm.
