   If I were mayor of the City of Saskatoon I=E2=80=99d end of the money gr=
ab of the 30 km/hour school zones. The schools should post reduced speeds b=
ut with illuminated, blinkin=E2=80=99 and more frequent signage. There shou=
ld be no fine print on traffic speed signs, it is unreasonable for drivers =
to slow down to read fine print on street signs, then check the date and ti=
me of day to see if the information conveyed applies to them. There should =
be no reduced speeds in school zones when the students are inside the schoo=
ls, so at the start of classes the speeds on the illuminated and blinkin=E2=
=80=99 signs should return to 50 km/hour and cease blinkin=E2=80=99. The sp=
eed should only be reduced to 30 km/hour for 30 minutes before the start of=
 classes, during the lunch hour, and for 30 minutes at the end of the schoo=
l day.

   An end to reduced speed limits near high schools, for the high school st=
udents should have learned how to cross streets before graduating from grad=
e 8. High school students who impede traffic by recklessly crossing streets=
 should face fines to help pay for the cost of the new brightly blinkin=E2=
=80=99 30 km/hour primary school zone signs (and to reduce home and busines=
s taxes). Instead of 30 km/hour zones for the high schools, give the high s=
chool students crosswalks where they may push a button and get traffic to e=
ither slow down or stop. People like blinkin=E2=80=99 lights, give the high=
 school students a few blinkin=E2=80=99 lights that are activated by pushin=
g a blinkin=E2=80=99 button.

   Reimburse the money of the ticketed drivers who were fined for exceeding=
 the poorly marked 30 km/hour school zone limits. Drivers who were ticketed=
 in these zones for speeds up to and including 60 km/hour should have their=
 fines cancelled and money returned. This reimbursement should be funded by=
 ticketing drivers who are in violation of traffic laws. Enforcing the fine=
s for unattached trailers left on streets will go a long way in raising mon=
ey to reimburse the drivers who were ticketed in the school-zone money grab=
s. The poorly made and poorly placed signage has resulted in not just traff=
ic fines, but in increased insurance rates, together these increased costs =
resulted in the loss of mobility to some citizens - City Council should wor=
k to refund all these losses incurred by their negligence.

   Increase the number of speed limit signs. Some 60 km/hour zones are so p=
oorly posted that drivers have not seen the existing one or two signs and i=
nstead travel at slower or faster speeds. Signs indicating speed limits sho=
uld be posted regularly along streets and freeways, on every second or thir=
d light pole or power pole. Several of the 50 km/hour zones can be increase=
d to 60 km/hour, and several 60 km/hour zones should be increased to 70 or =
80 km/hour. There is a small 90 km/hour section on Circle Drive that should=
 be reduced to 70 or 80 km/hour. Due to chemical and other pollution, many =
Saskatoonians suffer from some degree of Alzheimer=E2=80=99s and would bene=
fit by a more frequent reminder of the legal speed limit.=20

   Improved traffic flow by increasing speeds on Chief Mistawasis Bridge an=
d on the roadways leading to and from this bridge. Improved traffic flow by=
 connecting Clancy drive to 18th Street, passing beneath Circle Drive as th=
is will alleviate the congestion on 22nd Street and Circle Drive. Improved =
traffic flow by widening sections of Circle Drive so that merging onto this=
 freeway will become far less dangerous. Taylor Street should be moving at =
least four lanes of traffic at a consistent 50 km/hour, if a high school in=
sists upon lower speeds during school hours, then get your blinkin=E2=80=99=
 signs and your blinkin=E2=80=99 lights to communicate the lower speeds in =
a clear and in an unambiguous manner. Put some study into alleviating conge=
stion on Circle Drive between Avenue C and Millar Avenue. An overpass at Hi=
ghway 12 and Marquis Drive is required but should be delayed due to mismana=
gement of city finances, and when it does finally get built it should have =
enough clearance to allow farmers to transport their grain bins.

   Improved traffic flow by re-routing the Yellowhead Highway to either one=
 or two miles west of Dalmeny Road, and connecting to the existing Gordie H=
owe Bridge via a new road located between Cedar Villa Estates and the CN ra=
il yard. This would be hundreds of millions of dollars cheaper than buildin=
g a proposed bypass on the far east side of the city; furthermore having tr=
affic totally bypassing the city will negatively affect local businesses an=
d result in an additional hundreds of millions of dollars of lost revenue. =
If the provincial and federal governments desire to fund a bypass, then uti=
lize Grasswoods Road and a new Grasswoods Bridge and have CPR locate their =
new bridge there as well. It would be in error to get Saskatoonians to pay =
for a traffic bypass for it would negatively impact businesses for decades =
to come, as was done in Regina.

   Improve the traffic flow on Idylwyld Drive by widening the street to 6 o=
r 8 lanes. With a few underpasses, Idywyld Drive could be moving traffic at=
 90 km/hour. Provide the buildings lining the street with a European style =
similar to, matching or blending into the style of the Bessborough Hotel or=
 the old Eaton=E2=80=99s building on 3rd Avenue South. Beautifying the city=
 will improve the lives of the merchants, the residents and the visitors. W=
e should study the issue of similarly improving 20th Street West.

   Reduced property taxes via the enforcement of existing traffic laws. Tic=
ket drivers who hang any obstacles to vision, such as dream catchers, on th=
eir rear-view mirrors. Ticket the drivers who debadge their vehicles and ob=
scure their license plates. Ticket the drivers who tint their front windows=
. Ticket drivers who fail to come to a complete stop at red lights and stop=
 signs. Ticket the owners of the unattached trailers left on the streets.

   Removal of red-light cameras and radar speed traps, it is a cash grab th=
at largely benefits those who own the cameras and radar guns. People want t=
o drive fast, let them drive fast on the freeways. We should improve and wi=
den our freeways and raise the speed limits on these freeways, but only whe=
re there is no pedestrian traffic. We could close down the Circle Drive Fre=
eway and hold races, the money that we earn from these races would go towar=
ds the Circle Drive road improvements. We are in need of additional underpa=
sses if we are to block all traffic on Circle Drive for a day of races.

   End to dedicated bike lanes, instead seek to improve road surfaces where=
 bicycles are numerous. Most bicyclists in Saskatoon don=E2=80=99t want bic=
ycles and bike lanes, they instead want automobiles and their own houses.

   The city should work to remove lead from pipes and also bury power lines=
 to ensure the city doesn=E2=80=99t suffer power outages during ice storms.

   An end to water fluoridation, the substance is toxic. Also a ban on toxi=
c sales receipts, the chemicals cause mental and reproductive disorders, an=
d cancers. The toxic sales receipts are a far greater problem than single u=
se plastics, we should focus on the issue of the toxic sales receipts and e=
liminating that threat before even addressing the issue of plastics. The Fe=
deral government refuses to act to ban the toxic receipts, the provincial g=
overnments do not appear to be concerned, and so the responsibility to prot=
ect Saskatoon citizens falls upon the shoulders of the civic government. Al=
low people to continue to poison their children and themselves with toothpa=
stes and deodorants, people should be free to choose.

   Removal of the blue recycling bins=E2=80=A6 people may still recycle the=
ir tin cans and bottles for refunds at existing locations. Have a single bi=
n per homeowner and issue heavy clear plastic bags for the homeowner to pla=
ce his or her metals into, another clear bag for waste plastics, perhaps an=
other bag containing glass, perhaps another contain wood, all the different=
 clear bags get tossed into the single recycling bin with other bagged hous=
ehold garbage. The material could later be separated at the dump. Assist th=
e homeowners, if necessary, to compost. Have the garbage bins numbered clea=
rly so that the homeowner doesn=E2=80=99t get charged for the weekly pickup=
. The city should assist some people to obtain rotating composters so we al=
l may take advantage of the leaves and grass clippings and improve the soil=
 throughout the city. We should be planting apple trees. We should have a s=
ingle garbage bin per household to help reduce taxes for homeowners.

   Any future arena and velodrome should be located near the downtown core,=
 in the central industrial area (the city yard site) near the existing spor=
ts and recreational facility of Harry Bailey Pool. I support the building o=
f a single velodrome before the building of a second arena, and am unwillin=
g to spend taxpayer=E2=80=99s money for either venue.

   Trains should not be transporting dangerous goods through the center of =
the city. The city yard site should be used for future world-class arenas, =
swimming pools, gymnasiums, a velodrome and a stadium. Repurpose the tracks=
 to transport people to and from these sports venues to distant parking lot=
s, the train tracks are the foundation for a light rail transit system stre=
tching from Clavet to Parkridge. The =E2=80=9Csubway=E2=80=9D could travel =
underground from 22nd Street to 33rd Street, allowing more room at this loc=
ation for arenas, velodromes, swimming pools and skating rinks. Saskatoon s=
hould make a trade with the CPR, Saskatoon gets the tracks from Parkridge t=
o Clavet, including the train bridge and the rail yards at Sutherland, in t=
rade we build them a bridge at Grasswoods Road and provide alternative land=
 for their new rail yard.

   We should not be spending many hundreds of millions of dollars for a dan=
gerous goods traffic bypass without first eliminating the transport by trai=
ns of dangerous goods through the center of the city. Canadian Pacific Rail=
ways should be required to post a $3 billion performance bond to cover futu=
re damages should they continue to transport dangerous goods through the ce=
nter of the city. Canadian National Railway also transports dangerous goods=
 through the city, they too should be required to post a $3 billion perform=
ance bond.

   Neither the federal nor provincial governments are helping to identify n=
or eliminate excessively radioactive foods and radioactive goods being brou=
ght into the city, the city should make some effort to purchase detectors a=
nd scan a sample of the goods being offered for sale. No matter of the degr=
ee of nuclear fallout from the Fukushima Daiichi or other nuclear disasters=
, no effort is made by any Canadian government officials to warn parents to=
 provide Potassium iodide to their children. Likely the greatest radioactiv=
e fallout occurs when it rains or snows, an attempt should be made to disco=
ver what is falling out of the sky and then warn residents when appropriate=
.

   When I was a kid we had multitudes of different butterflies and dragon f=
lies in our back yards. Toads lived in our back yards. This was all back in=
 the day when people were not scared. Where the Confederation Mall now stan=
ds and surrounding low areas, and what is Fairhaven now, was Tiger Salamand=
er land. It wasn=E2=80=99t difficult to find salamanders roaming the edge o=
f the city=E2=80=A6 the city built on these low lands and now face frequent=
 flooding. If I were Mayor of Saskatoon I=E2=80=99d have a zero cost campai=
gn encouraging people to use fewer pesticides, it would just be a little se=
ntence or two on the bills mailed out.

   Land south of 19th Street West between Avenues B and C and the freeway, =
and also land south of 20th Street between Avenue A and First Avenue should=
 be utilized for city residents to develop metal working skills and build s=
mall projects, with the immediate goal of becoming skilled enough with TIG =
welding and aluminum fabrication so that they may build their own small alu=
minum landing craft, small speed boat or paddle-wheeler. This is land close=
st to the poorest of the poor, the site is ideal for giving hope to people =
that have given up hope, and has river access for launching their finished =
boats. The higher quality TIG welders that have pulse capability smoke less=
 than most every other welding technology, these welders, grinders, and oth=
er equipment that produces smoke, should all be used in conjunction with sm=
oke extractors as the smoke generated from grinders is as harmful as the sm=
oke generated from the welders. These pulse TIG welders utilize very small =
amounts of power when used to weld thinner materials, lowering the overall =
costs of the program and lowering the cost to the participants as they lear=
n how to use the equipment. Those who participate should be provided with s=
ecure lockers so they may store their own personal welding supplies and sma=
ll projects, such as their own tungsten anodes, filler wire, cutting and gr=
inding wheels, masks, gloves and other welding supplies. As devices used fo=
r sharpening tungsten anodes are easily contaminated, they should obtain th=
eir own anode sharpening devices. The tungsten anodes are held by TIG torch=
es that can be contaminated and broken, people should purchase a TIG torch =
that feels comfortable and fits their hands and needs. As breathing masks g=
et coated with germs and become moldy, participants should obtain and care =
for their own should they have desire for one, and they should consider bui=
lding themselves powered air respirators. Participants should pay daily for=
 the electricity and argon gas they consume, and of course will be required=
 to pay for any metal they require for their chosen projects. After the stu=
dents demonstrate proficiency with AC pulse TIG aluminum welding (by comple=
ting small projects such as a fuel tank for their car, truck, bicycle or mo=
torcycle, landing craft or plane), then they would be eligible for a secure=
 space were they may over time assemble their own small aluminum boat or pl=
ane. There should be no woodworking, gluing nor painting conducted in the f=
acility as efforts must be made to maintain air quality and reduce explosio=
n hazards. There should be no MIG or other welders in the facility in order=
 to force the students to become proficient with the TIG welders. After the=
 participant demonstrates his or her ability to TIG weld, they will set the=
ir sights to manufacturing components for their boat or airplane or for the=
ir trailer.

   The aviation department should have priority over and total oversight of=
 the boat building department and should assume responsibility to maintain =
security of all people=E2=80=99s projects, and not allow unauthorized acces=
s as that would jeopardize the integrity of the projects. The aviation depa=
rtment requires people who are skilled in TIG welding and will not waste re=
sources on purchasing nor on training people to operate MIG welders. The MI=
G welders would be certain to lessen the build time of the boats, but the i=
ssue is not to reduce build time of the boats but to teach people to become=
 better TIG welders so they may attempt to build airplanes. Don=E2=80=99t t=
urn people away when they arrive to the facility, provide the person with a=
 chair in a classroom and show them instructional videos rather than applic=
ation forms questioning their eligibility to participate. I envision a mult=
istory building that would perhaps be the largest building in the province,=
 and if the facility is not large enough to allow people secure space for b=
uilding their boats and airplanes, then additional facilities would be made=
 available. There would be coffee shops, and ample walkways that would allo=
w visitors to view the projects from behind glass, perhaps we can integrate=
 pedestrian viewing tubes into the facility similar to the tube conveyors a=
t Charles De Gaulle Airport in Paris. We can use assorted city facilities t=
o teach people to pilot both boats and planes. Allowing people to innovate =
and create will likely reduce drug use, violence, suicide and sodomy, and s=
ave tax money over the long term.

   The city should anticipate future provincial and federal governments tha=
t encourages innovation and allow people to fly aircraft of their own desig=
ns and with minimal or no red tape and interference. Present laws prohibit =
the homebuilt aircraft from carrying adequate amounts of fuel and prevent t=
he use of multiple engines, both of which adds great measures of safety. La=
ws prevent people from experimenting with variable swept wing designs, whic=
h also increase safety by reducing stall speeds when required. The city sho=
uld make land available on the eastern and south-western outskirts for land=
ing and parking these homebuilt creations. The city should not wait for fut=
ure provincial and federal governments to encourage innovation and consider=
 providing space and encouragement for unemployed and underemployed city re=
sidents to build their own aircraft now. People should start building their=
 aviation creations now, knowing that future provincial governments will no=
t hamper their ability to innovate, create and fly their own creations but =
will encourage and help enable them instead. It is a combination of 1) gove=
rnment restrictions, 2) government red-tape and 3) high insurance costs tha=
t hamper and even curtail people from innovating, building and flying their=
 own aviation creations, the city of Saskatoon requires new provincial and =
federal governments to assist us to overcome these hurdles, but we should d=
o our best without their immediate assistance.

   The provincial government should be allowing people to =E2=80=9Cfreely=
=E2=80=9D innovate and build and fly their own aviation creations. The City=
 of Saskatoon should similarly be free to partake in this relaxing of aviat=
ion regulations and provide space for the construction of approved designs =
of aircraft inside city-owned properties. It has been done elsewhere and ca=
n be done here: groups of people build copies of the same aircraft, when th=
e airplanes are completed then the builders draw lots for them. Or these pl=
anes may be =E2=80=9Ccompleted=E2=80=9D without the engines and avionics, a=
fter distributing the aircraft (via drawing lots), then the new owner will =
have the option of which engine and avionics to install into his or her pla=
ne. We should be allowing groups of people to manufacture multiple copies o=
f the same plane(s) of proven designs in the city facilities, rather than a=
llowing individuals to use up space building something unique that may neve=
r fly or will fly poorly. People should be free to innovate and build their=
 own bizarre aviation creations, but not in city owned facilities and tie u=
p resources - perhaps later when the program is more advanced and space can=
 be spared if your pet project has merit.

   There may be groups of people who desire and choose to build copies of t=
riplanes, or biplanes, or short takeoff and landing (STOL) bush planes, or =
high-flying powered gliders that have retractable landing gear, retractable=
 propellers and perhaps small retractable jet engines, or very stable and f=
ast planes that have forward swept wing designs, or helicopters, or gyrocop=
ters, or low-flying ground effect planes. Governments worked hard to preven=
t innovation and the construction of aircraft in Canada, many aircraft the =
Canadian government did manage to help build (with taxpayer money) were sol=
d below cost or outright given away to Islamists in foreign nations. We sho=
uld reverse that and work hard to encourage the development of the aviation=
 industry, starting with an aviation industry dedicated to helping impoveri=
shed to fly their own airplanes in Canada. We should be making planes that =
give us access to the northern lakes. We should be building fuel efficient =
=E2=80=9Cpowered=E2=80=9D gliders capable of traveling high up in the jet s=
tream. We could be building scaled down biplanes or triplanes and use them =
for paintball dogfights, spectator admission fees could amount to substanti=
al sums. We should pay attention to the Australian Jabiru program as it all=
ows flexibility in choosing cabin sizes and provides engine and wing option=
s for the builders (see Kitplanes February 2007). Furthermore Jabiru manufa=
ctures aluminum engine blocks then completes these new engines with cheap m=
ass produced parts originally designed for automobile engines, Saskatoon=E2=
=80=99s aviators can accomplish similar.

   I don=E2=80=99t see people building replica WWII fighter planes that are=
 powered by 2,000+ horsepower V-12 engines and burn massive amounts of fuel=
, but instead scaled-down planes that utilize smaller engines that consume =
far less fuel. Using modern carbon-fiber composites, old designs may be res=
urrected and made stronger, lighter, more fuel efficient and safer. Some de=
signs are far easier to build than others, back in the day Russian children=
 easily built Yaks out of plywood and similar composites, there is absolute=
ly no reason why children in Saskatoon can=E2=80=99t build improved and som=
ewhat scaled-down Yaks using a combination of aluminum and the newer improv=
ed materials. We would not be permitting replica Messerschmitt Bf-109=E2=80=
=99s to be built in the city-owned facilities as the narrow stance of landi=
ng gear is a design flaw that killed many pilots. And I=E2=80=99m not sure =
why anybody in their right mind would want a replica German Focke-Wulf 190,=
 or a replica British Spitfire, or a replica American P-51 Mustang, or a re=
plica America P-47 Thunderbolt, or a replica American P-38 Lightning, or a =
replica of some stupid Japanese fighter plane when they could easily build =
and own their own replica of a Russian Yak, likely racism plays a role in t=
heir decision making processes. As mayor of Saskatoon I will battle against=
 all forms of racism and sexism.

   I can=E2=80=99t sing enough praises for Yaks, and getting the Russian ch=
ildren to build Yaks was perhaps the best move Stalin ever made. Yaks outpe=
rformed both the Messerschmitt Bf 109=E2=80=99s and Focke-Wulf 190=E2=80=99=
s and ended German air supremacy over Russia. Stalin gave the children new =
hopes and dreams when he got them to build the Yaks, and the Yaks these chi=
ldren built saved Russia from utter ruin. The Russian children were wise to=
 not question Stalin and did what he told them to do, many grew up and beca=
me alcoholics. Saskatoon should open doors for people of all ages to learn,=
 to innovate and build, in the hopes that they do not become adult alcoholi=
cs like the Russian kids. Composite planes such as Yaks should be manufactu=
red in separate buildings to reduce air quality issues in the main TIG weld=
ing building, as working with composites can become an awful mess. Stalin h=
ad the kids build Yaks out of composites in part due to the shortage of alu=
minum, today we can use more aluminum in the construction of the planes tog=
ether with stronger, lighter and less toxic composites. Resins should be ch=
osen that give off fumes that are not so deadly=E2=80=A6 some resins are op=
timized for clarity, some for their ability to withstand heat, some optimiz=
ed so they flex, others optimized to not vent extremely toxic fumes. The co=
mposite planes, such as the Yaks, have better performance due to their bett=
er streamlining. Some people will happily deal with the stink and the mess =
of working with the composites in order to benefit by ending up with a plan=
e that has superior performance, such as the Yak.

   Airplanes and boats require engines and people will be given space to re=
build engines, start by TIG welding a stand that holds your engine (and loo=
se parts) off the ground so you may roll it out of the secure storage locke=
r and work on it in the appropriate room given the task at hand. Give each =
engine a secure storage space so the owner may keep his or her engine secur=
e when they are not present to work on it. Airplanes require slower revving=
 engines than the typical car engine, done to prevent propeller tips from g=
oing supersonic. Motorcycle engines may be adapted for use in both boats an=
d airplanes. Rebuilding engines can be costly, numerous people may be start=
ing rebuilds that they are not going to complete in a timely fashion and so=
 will likely require the engine storage lockers for years. Some people may =
start rebuilds and then discover their engine block is damaged and unusable=
. People will have to TIG weld new intake and exhaust manifolds and modify =
their engines in additional ways should they desire to adapt them for aviat=
ion. Allow people to rebuild engines that are not suitable for airplanes as=
 the engine could always be used in a boat, and besides they will learn ski=
lls that may later be applied to aviation engines. It isn=E2=80=99t up to t=
he city to provide people with parts so they may fix their engines, but the=
 city should provide secure space and encouragement and the odd tool. The S=
ubaru Boxer 4-cylinder car engines are often used by hobbyists for use in t=
heir homebuilt airplanes, many in-line water-cooled 4 or 6-cylinder car eng=
ines could prove to be adaptable for either single-engine or multi-engine h=
omebuilt planes. Small block Chevy V8 engine blocks and heads are available=
 in aluminum, if using one or more in an airplane, there will be need to me=
chanically reduce the speed of the output with the use of geared propeller =
speed reduction units. There are no reasons why we can=E2=80=99t be manufac=
turing small radial or small horizontally opposed or even small jet engines=
 for ourselves. People working together can accomplish much, we should ende=
avor to get people to work together to accomplish new transportation goals.=
 The $3 billion performance bonds held by the city will go a long way towar=
ds building the TIG welding facilities, composite plane building facilities=
, and purchasing some tools.

   There are =E2=80=9Ckit=E2=80=9D planes and there are =E2=80=9Cplans buil=
t=E2=80=9D planes. We can quickly begin production of planes if we can deci=
de upon one or more of the existing proven designs of the =E2=80=9Cplans bu=
ilt=E2=80=9D planes. The citizens of Saskatoon could get together and start=
 building planes without having support of the mayor nor the city councilor=
s nor of any other people holding political office whether provincially or =
federally. Groups of people getting together and co-operatively building pl=
anes is a realistic goal, and we should work towards the change of laws to =
allow for greater freedom to fly our creations.

   People may build their planes individually or may build them as a group,=
 or a combination of these options. For example, 100 airframes can be const=
ructed as a group effort by 100 people, and then chosen by lot. Once you ha=
ve your own airframe then complete it yourself with your own choice of engi=
ne, avionics and landing gear=E2=80=A6 less costly options can be chosen to=
 complete your plane. If you are not flying at night then you don=E2=80=99t=
 require to purchase and install them blinkin=E2=80=99 lights. If you only =
desire to land on snow or water then you don=E2=80=99t require wheels. Cons=
ider manufacturing a seat that fits your personal physique. Those desiring =
aviation safety could paint their planes yellow.

SIX BUILD OPTIONS:

Build Option One - TIG weld a Boat: Build a boat rather than a plane as you=
r first major project as it will likely be easier for most people to comple=
te, but build with the use of TIG welders so you may be more confident shou=
ld you choose to build an airplane at a later date. Builders will be encour=
aged to manufacture one of perhaps a dozen different boat designs, includin=
g a small landing craft that includes a small heated cabin and is capable o=
f transporting either a seadoo, skidoo or an ATV. Also TIG weld a raft to p=
ull behind your boat. If you are navigating a long distance you would need =
to pull a raft loaded with fuel and other supplies.=20

Build Option Two - TIG weld an Aircraft: TIG weld and machine a combination=
 of aluminum, stainless steel and/or titanium parts for your planes, after =
the smaller parts are manufactured then the builder will be provided space =
to construct the larger air frame. If the builder desires a titanium airfra=
me, then the builder will be improving their titanium welding skills by mak=
ing a few small titanium parts for their plane, such as a titanium oil rese=
rvoir. Will the builder want a replica WWI biplane or triplane, or a WWII r=
eplica fighter plane, or will they opt towards building a powered glider, b=
ush plane, amphibian, ground effect plane, gyrocopter, helicopter or other?=
=20

Build Option Three - Composite Aircraft Option: Composite planes may be bui=
lt primarily out of wood, fiberglass and/or carbon fiber, perhaps using the=
 same construction techniques used to manufacture the de Havilland Mosquito=
. Some TIG welded parts will still be required. See =E2=80=9CMosquito Const=
ruction=E2=80=9D by the Calgary Mosquito Society on YouTube, and =E2=80=9CM=
osquito: A Pictorial History of the DH98=E2=80=9D by Philip Birtles. Would =
you build your scaled-down P-38 Lightning with a TIG welded frame, or would=
 you build it as a composite, perhaps using layers of carbon fiber, fibergl=
ass and wood?

Build Option Four - TIG weld a Trailer: TIG weld a trailer for hauling your=
 boat or plane. As with the other projects, trailers will be constructed by=
 first building the smaller components and storing them in secure lockers b=
efore granting room to construct the complete project in a secure building =
booth. In lieu of a trailer, participants may instead choose to TIG weld a =
deck for the back of their truck that lifts and lowers their boat or plane =
into place.

Build Option Five - Rebuild an Engine: People who TIG weld or machine a few=
 parts for the aviation department will be allowed to use the facilities to=
 rebuild their own internal combustion engines. Likely some machining will =
be conducted off-site due to lack of required machining tools. Blueprint an=
d assemble matching pairs of engines for use in your twin-engine plane. TIG=
 weld a few manifolds for your engines. Manufacture the engine mount for yo=
ur particular aircraft and engine.

Build Option Six =E2=80=93 TIG weld Tracks and Tanks: Manufacture tracks fo=
r the front and rear of your 4-wheel drive vehicle. Or manufacture tracks f=
or the rear of your rear-wheel drive vehicle and manufacture skis for the f=
ront wheels. Also TIG weld aluminum, stainless or titanium gasoline tanks, =
diesel fuel tanks, water tanks, alcohol or oil tanks that fit your particul=
ar truck, car, boat, raft, aircraft or trailer. Start by TIG welding togeth=
er the rolling cart(s) that holds your tools and parts, and fits into your =
secure storage locker(s).

   Perhaps the builders will have an interest in gyrocopters or helicopters=
. Perhaps there are people who would like to build small blimps for themsel=
ves, and perhaps the City of Saskatoon could provide both work space and se=
cure storage lockers for their incomplete projects as well. Maybe a group o=
f 200 people will get together and request the space to build a single prot=
otype of a scaled-down P-38, or some other smaller single or twin-engine pl=
ane, and then move on to produce 200 or more copies of their design.

   If you don=E2=80=99t follow through with your work then the parts you co=
nstructed may be used by another=E2=80=A6 the parts you build can be passed=
 down to a friend or family member or donated to the aviation department to=
 use at their discretion. A finite number of designs would be permitted so =
that people who lose interest in the project can more easily pass the parts=
 they did manage to complete to others who adopted the same design. The avi=
ation department will be in charge of administering the boat, airplane, tra=
ck, trailer and engine departments, and will be designing and providing sec=
urity to the entire facility. People should have the confidence that their =
projects will not be compromised in any way. Anybody building composite pla=
nes or composite wings, and people involved in painting and gluing, will co=
nduct their affairs in separate facilities designed to handle the stink and=
 the mess. The senior aviators in Saskatoon=E2=80=99s aviation department m=
ay eventually develop planes of our own designs, and turn those designs int=
o easy-to-build kits. Other communities will desire to partner with Saskato=
on=E2=80=99s aviation department, some may offer to build parts for our use=
 in trade for parts we manufacture here.

   We should be building water taxis, such as gyrocopters with pontoons tha=
t seat between 4 to 7 people, or amphibious airplanes that accomplish the s=
ame. We should have ground effect taxis travelling just above the rivers or=
 in other designated areas, connecting communities. We should have rocket a=
ssisted aircraft designed specifically to travel the nearly identical dista=
nce to either Calgary or Edmonton. We should have small detachable rockets =
designed to assist the launching of planes, and smaller rockets designed to=
 give gliders a little push.

   More realistically, we could start by building a prototype a composite s=
ingle seat mono-wing airplane (such as a Yak), as the cost per aircraft wil=
l be considerably lower than constructing TIG welded airframes - reduce the=
 cost of the airplanes to make them an achievable goal to work towards. And=
, we could be concurrently working upon a prototype of a TIG welded single-=
seat STOL (short take off and landing) airplane as an option to the cheap c=
omposite aircraft mentioned above. If there is huge interest then we can de=
velop a prototype of a powered glider that has an enormous wingspan. Many b=
uilders will chose to build a plans-built plane of a pre-existing design ra=
ther than wait for the development of the protypes. We should be providing =
options for people rather than taking options away.

   By simply following the principles of aviation and without using complex=
 mathematics nor wind tunnels, people may construct airplanes that fly very=
 well. Consider that those people who use the complex mathematical formulas=
 and even wind tunnels end up with airplanes that still undergo revision af=

   Saskatoon requires three new airports on the outskirts specifically made=
 for landing and storing the homebuilt aircraft. We should not allow the ho=
mebuilt creations to fly over the city, with the exception that the smaller=
 and quieter planes should be allowed to travel immediately above the South=
 Saskatchewan River =E2=80=93 planes could even be launched from a slipway =
or the roof of the TIG welding facility and then navigate along the river. =
We could have races and paintball dogfights over the river.

   The way I figure it is that we should be building multiple forms, and th=
en allowing builders to borrow our forms, and they would drape their plywoo=
d and/or fiber glass and/or carbon fiber and such over our forms. While the=
 forms are being developed, the builders could rebuild engines, build speed=
 reduction units and propellers for their engines, build landing gear and o=
ther smaller parts. We could have forms for members to borrow that result i=
n sleek and fuel efficient racers, like the Yak. We can also allow members =
to build scaled-down version of the P-38 Lightning. We could build a powere=
d glider that resembles the U-2 Spy Plane, we could make multiple forms for=
 the fuselage out of concrete or some other stiff material. Small jet engin=
es are an equivalent cost of a cheap used car, buy a pair of these small je=
ts and make them retractable. We can accomplish much when we work together.

   If I were mayor of Saskatoon, I=E2=80=99d encourage both city residents =
and our neighbors living outside of our city to participate in using the pr=
oposed facilities to construct both boats and aircraft. People should have =
options in life, governments should be trying to help provide people with o=
ptions and not take options away.

   If we choose to break ties with Canada=E2=80=99s so-called democratic go=
vernment, we may choose to govern ourselves as a =E2=80=9CRepublic=E2=80=9D=
. Living under a =E2=80=9CRepublic=E2=80=9D we would have the guaranteed fr=
eedom to own land and guns, to be paid in silver and gold coins, and have t=
he freedom to innovate and build and fly our own aircraft without governmen=
t interference. Democracy on the other hand allows for people to vote your =
very lives away. Vote =E2=80=9CRepublic=E2=80=9D in the upcoming civic elec=
tion and in future provincial, state and federal elections. The choice is b=
etween freedom and continued and worsening slavery. Please run in rural, ci=
ty, provincial, state and federal elections as =E2=80=9CRepublic=E2=80=9D, =
and affirm that you are defending:

1) the right to own property, including land and guns
2) the right to free speech and beliefs
3) the right to be paid in real money which is gold and silver coins
4) the right to =E2=80=9Cfreely=E2=80=9D innovate, to fly your own aviation=
 creations without government interference nor taxation, the right to movem=
ent

   Affirm that you support these four points on your election literature an=
d run for office under the =E2=80=9CRepublic=E2=80=9D ticket. I believe tha=
t people should also have the right to innovate and place their own automot=
ive creations on the roads but should be taxed for road construction and ro=
ad maintenance. Somewhat similarly, people flying will have to pay for airp=
ort landing and storage fees should they choose to land at and fly from suc=
h facilities. Furthermore I believe people flying or driving their own crea=
tions should have affordable insurance available to them, and government su=
bsidized if necessary. Governments should be giving people options and not =
taking options away.

   There are sure to be accidents and people will lose fingers or other app=
endages, these can be humorously pickled and placed on display as we should=
 always make the best of our situation. Anyway Stalin was wise to give the =
students the option to build the composite Yaks, for those Yaks saved Russi=
a from utter ruin.

   Recently administrators at the main downtown library discarded massive n=
umber of books citing that people bound to wheelchairs were unable to reach=
 the books on the highest and lowest shelves, they decided to remove access=
 to books that other people could reach. Over the last few decades the head=
 librarians have been filling our shelves with material promoting witchcraf=
t and homosexuality, this is in addition to the librarians pushing books ad=
vocating Catholic fertility rites. It costs taxpayers about a million dolla=
rs every time a single individual gets infected with HIV, but you won=E2=80=
=99t read about that in books at our libraries. The libraries are being pat=
ronized by drug addicts who have little interest in reading, and who=E2=80=
=99s presence negatively affect the learning of those who are so inclined. =
I do not support spending any money on a new larger downtown library, nor o=
n spending money to annually turn the existing libraries into Catholic temp=
les of fertility, nor on spending any additional money on new crappy books =
advocating Catholicism, Islam, witchcraft nor homosexuality. Nor should we =
be spending money on computers (and computer support technicians) for patro=
ns to play games on, and we can save money by reducing or ceasing the purch=
ase of adult fiction books. The library is for housing books and making the=
se books accessible, not to cruise the internet and play computer games. We=
 should stop spending money on paying wages for the administrators who turn=
ed our libraries into jokes. We should radically cut the budget on the libr=
aries and find new administrators who will allow books that are critical of=
 the Catholicism, Islam, witchcraft and homosexuality. Rather than censor M=
ichael Rowbotham=E2=80=99s =E2=80=9CThe Grip of Death: A Study of Modern Mo=
ney, Debt Slavery, and Destructive Economics=E2=80=9D and even purge the re=
cord of the book ever having been at the library, we should instead buy sev=
eral copies of the book. Rather than having hundreds or even thousands of d=
ifferent children=E2=80=99s books advocating witchcraft and homosexuality, =
we should be providing children with books that encourage independent think=
ing. Currently far less than 1% of the people in Canada are ramming their p=
enises up each other=E2=80=99s arseholes, we should not be using taxpayer=
=E2=80=99s money to encourage the other 99% to do so. Until the homosexual =
/ witchcraft books are removed from the children=E2=80=99s section of the l=
ibraries, consider carding people and preventing anybody under the age of 1=
8-years-old from entering the public libraries, lest the city face a law su=
it for contributing to the delinquency of children. Children are created by=
 a union of a man and a woman who ideally unite as a family and work togeth=
er to raise these children, the public libraries (and Hollywood and the med=
ia and the churches and the schools) are being used to contribute to the de=
linquency of children by advocating the removal of the fathers from the liv=
es of his children and tearing families apart. City council should recogniz=
e that the libraries have been co-opted by individuals that have very dark =
agendas and do everything possible to prevent additional money transfers th=
at allow these damaging agendas to continue. Michael Rowbotham has a plan w=
here interest-free money can be created to pay for new infrastructure (brid=
ges, overpasses, sewers, roads, schools, libraries, homebuilt aviation insu=
rance=E2=80=A6), it would be helpful to give the citizens of Saskatoon acce=
ss to such material. This interest free money can be =E2=80=9Ccreated=E2=80=
=9D by the City of Saskatoon to pay for any liability caused by our homebui=
lt aviators. At present, so-called =E2=80=9Cmoney=E2=80=9D is printed by pr=
ivate banks out of thin air, and then loaned to the governments at compound=
 interest, thereby enslaving us. Recently people have had access to an exce=
ssive amount of fiction and are confusing fiction for non-fiction.

   Anticipate a new provincial government that will not pay rent for welfar=
e recipients but will instead help the former renters become homeowners. Ho=
me ownership, even if the home is tiny, will go a long way to improve the l=
ives of people. The tiny homes should have concrete floors, concrete walls =
and a flat concrete roof to lessen the build time and provide shelters of s=
ubstance that cannot easily be destroyed. Provide tiny homes (approximately=
 200 square feet per adult, 100 square feet per child), eventually the new =
home owner may get their act together to upgrade the cheap windows and stov=
e provided, add insulation, expand the first floor or add a second story to=
 the structure, make an outhouse, add solar panels or a windmill for electr=
ic lighting, or even dig a water well. Provide each new residence with a he=
avy steel door that cannot be easily kicked in. Rather than giving away tax=
 money monthly to pay rent to a landlord, instead provide some building mat=
erials and kick-start home ownership. Place leans upon each property so tha=
t the houses may not be sold without the taxpayers recouping their investme=
nts. The City of Saskatoon should not wait for provincial nor federal gover=
nment assistance with our homeless crisis, we should purchase a block of fo=
ur or six sections of land several miles away from the city for the new sma=
ll homes. The land can be fenced and shared with bison, the houses need to =
be concrete as the bison would rub against them on occasion. Some new homeo=
wners would opt to live in bison-free areas - people should have options in=
 life - governments should be providing options for people rather than taki=
ng options away. Governments removed building options from people and force=
d them to use construction techniques that result in rotting homes of limit=
ed life spans=E2=80=A6 it is likely better to live in a concrete home surro=
unded with bison than live in the basement of a rotting home surrounded by =
discarded needles while having your privacy and the sanctity of your home r=
epeatedly violated by your landlord who refuses to give tenants the legally=
 required 24-hour notice before barging into the premises.

   Stop funding the downtown Lighthouse shelter and instead provide the imp=
overished with small homes in the countryside, and find other ways to build=
 confidence in consumers so they will return to the downtown core and patro=
nize the stores. The Russian peasants living under the Russian Tsars had th=
e right to live in small shacks in the countryside and were allowed to have=
 gardens or small crops, while the Canadian slaves living at the Lighthouse=
 are fed grossly substandard meals. I=E2=80=99ve seen grown men cry at the =
Lighthouse, as they were made to wait over an hour for their dinners to arr=
ive, and when the dinner finally arrives the food provided is unpalatable a=
nd the portion insufficient to sustain life. People come out of a six-week =
psychiatric torture session at the University of Saskatchewan, or at Saskat=
oon City Hospital, and their Brahmin psychiatrist has them injected with a =
long lasting CIA inspired =E2=80=9Cdepot=E2=80=9D drug on the final day of =
that horror, leaving them in utter nauseous misery and horror for another c=
ouple of months after they are released. Then they end up at the Lighthouse=
 and continue to be mistreated, it=E2=80=99s no wonder that grown men cry. =
Management at the Lighthouse benefits from the donations and are widely kno=
wn to take food home for themselves while their inmates suffer. Many people=
 who are repeatedly =E2=80=9Ctreated=E2=80=9D to the six-week long psychiat=
ric sessions end up in Filipino (Catholic) run group homes where the food p=
rovided consists mainly of starches (bread and potatoes) and minimal fruits=
 and vegetables. The Filipino Catholics don=E2=80=99t open group homes to p=
rovide loving care for the disenfranchised, they open the group homes in or=
der to profit from their misery. What taxpayers pay to keep the poor in gro=
up homes, and in homeless facilities such as the Lighthouse can easily buy =
concrete homes for these people in the countryside. And what taxpayers pay =
to keep people in prisons and psychiatric torture centers could instead eas=
ily buy those people multi-million dollar mansions, and for each and every =
one of them.

   Saskatoon needs to provide places to park horse-drawn carriages. If I bo=
thered to run for mayor and if I was elected the mayor of Saskatoon I would=
 seek to reserve appropriate locations for tying up and corralling horses, =
as some visitors from out of town will arrive on horses or in horse driven =
carriages. We should provide space for the horses and carriages beside ever=
y major mall, visitors should be able to park their horses and carriages at=
 the Midtown Plaza and other major shopping malls. Of course the space woul=
d be constructed to provide water and shade for the horses. People on bicyc=
les will come along and pick up the horse shit for free, they will take it =
back to their gardens in the city, or next to their concrete homes in the c=
ountry.

   Free people are paid in gold and silver coins and are allowed to own lan=
d and guns=E2=80=A6 allowing some Canadians to possess land and possess gun=
s, and allowing them to buy commemorative gold or silver coins at the post =
offices and banks at greatly inflated prices, is just a show. The Charter o=
f Rights and Freedoms foisted upon us by Trudeau Senior doth not recognize =
our right to own neither land nor guns. Those that have gun licenses should=
 be aware that the license is just a temporary permit to possess a gun and =
the gun may be removed from them at any time, and similarly those that have=
 land risk similar loss. In some regards the Russian peasants had more free=
dom than the Canadian slaves. Both the Russian peasants and the Canadian sl=
aves are provided with priests that wave smoke and splash some water around=
. The Russian peasants were made to fight for their country while the Canad=
ian slaves are made to eat substandard food while their nation is handed ov=
er to Chinese and Islamists. The Russian Tsars defended their nation while =
Ottawa strikes secret deals with both the Chinese and the Islamists, and ev=
en allows the Chinese to launch legal suits against us in secret courts sho=
uld we hamper their unfettered access to Canadian resources.

   If I were mayor of Saskatoon, I would pay my employees in real money, wh=
ich is gold and silver coins. The City of Saskatoon could strike it=E2=80=
=99s own gold coins to pay their employees. As mayor of The City of Saskato=
on I=E2=80=99d give the average worker a 0.06 troy ounce (0.06 AGW), gold c=
oin for eight hours work. This will reduce taxes to homeowners and to busin=
ess owners considerably. Workers wanting more than a 0.06 Troy Ounce gold c=
oin for their work per eight hour work day can go west or to the North Sask=
atchewan River and mine more gold for themselves, there. Free people are al=
lowed to have guns, land and are paid in gold and silver coins, back in the=
 day when people were free Mexico made a 2.5 Peso (.0603 oz) gold coin from=
 1918-1948, and the coin was alloyed at 90% gold to 10% copper, it was allo=
yed in order to make the coin harder and more durable during circulation. W=
e should have a small gold coin that is similar to that Mexican coin, but c=
ontaining 0.06 ounces of gold instead, or less, it would be a savings of at=
 least .0003 ounces of gold per coin, again saving money for the home and b=
usiness owners by reducing taxes, perhaps. We=E2=80=99ll be rich. And the s=
upposed poor among us would have concrete homes in the country - they get t=
heir own concrete homes and a garden, they can work towards gaining wealth =
with their gardens and taxpayers wouldn=E2=80=99t have to give money to lan=
dlords. City home owners would not pay taxes for landlords, and would obtai=
n access to locally grown produce. In Soviet Russia they shot the landlords=
, we would not be doing that here, if I were the mayor.=20

   We may alloy the gold with either copper, nickel or silver or combinatio=
ns thereof, to make the coins harder and more durable to the wear that resu=
lts from the circulation of the coins. We should determine, using =E2=80=9C=
science=E2=80=9D, to see which particular alloy of gold we should be using =
in our coins. We can use =E2=80=9Cscience=E2=80=9D to determine which alloy=
 works best. We can try using =E2=80=9Cscience=E2=80=9D from time to time, =
at city hall, if I were mayor.

   The City of Saskatoon may strike coins containing the =E2=80=9Calloys=E2=
=80=9D of precious metals, we should make gold, silver, platinum and pallad=
ium coins, and using =E2=80=9Cscience=E2=80=9D we will harden these coins b=
y adding small amounts of either base or precious metals in a mixture or =
=E2=80=9Calloy=E2=80=9D. Whenever the city strikes and sells coins containi=
ng any amount of silver, platinum or palladium, the city should strive to a=
lways profit from the manufacturing and sale of these white coins, and save=
 money for the taxpayers. But when we manufacture gold coins it is because =
we require the coins to pay our workers in gold, so =E2=80=9Cthey=E2=80=9D =
may profit. For example we could use combinations of platinum, palladium an=
d silver, and perhaps hardened with small amounts of copper or nickel or go=
ld, and manufacture commemorative coins, which The City of Saskatoon would =
sell at a profit, to reduce taxes. I=E2=80=99m sure that a lot of guys woul=
d be more likely to invest in these silver, platinum and palladium alloyed =
commemorative coins if they depicted a woman showing off her breasts. It is=
 certainly something to think about.

   Anyway, the copper, nickel and chromium coins are all known or suspected=
 carcinogens while the silver, platinum and palladium coins are not. If the=
 city is selling commemorative coinage, we would be on better ground by off=
ering coins that are not toxic. Similarly if the city is paying workers the=
ir wages, we would be on better ground by paying our workers in gold coins,=
 which is real money. Some workers will opt to be paid in commemorative sil=
ver, platinum and palladium coinage instead of the gold coin, the city will=
 do the math and benefit on the short term with the exchange, allowing it t=
o lower taxes, while the worker who chooses to be paid with the silver, pla=
tinum and palladium coins in place of a gold coin, may profit over time due=
 to the rising market value of the platinum and palladium. We can start by =
lowering taxes by paying a small gold coin (maybe 0.0404 Troy Ounces AGW) t=
o most city employees for a day=E2=80=99s work, I propose that we call this=
 gold coin a =E2=80=9CNamur=E2=80=9D, and we can even put a picture of my c=
at Namur on one side. People will wonder why they are not being paid with g=
old coins containing 0.0603 or perhaps 0.0600 Troy ounces of gold instead, =
it would remain a mystery. When I am deceased or defeated, the following ma=
yors may be free to decorate their coins with Mary, whichever pope, Charles=
, the Easter Bunny, an Egyptian obelisk, or perhaps even Santa Clause and a=
 blinkin=E2=80=99 tree. People like blinkin=E2=80=99 trees, a coin depictin=
g a blinkin=E2=80=99 evergreen tree may prove so very popular among the pea=
sants, the city may rake in a fortune in coin sales and then cease collecti=
ng taxes from homeowners. Using metallurgy, =E2=80=9Cscience=E2=80=9D and t=
asteful art, we would strike coins and thereby reduce or even eliminate pro=
perty taxes for the home and business owners, maybe even provide rebates. E=
verybody will be very happy and will break into dance and song.

   An end to Catholic (pagan) fertility rites on city property=E2=80=A6 no =
money spent on decorated evergreen trees, decorated evergreen tree wreaths =
and blinkin=E2=80=99 lights, on their purchase nor on their annual installa=
tion and removal. Removal of the pagan representations of penises on Broadw=
ay Avenue. Removal of all Egyptian phalluses located on city owned properti=
es (such as on the Broadway Bridge and at City Hall). An end to the arrest =
and psychiatric torture of those who criticize the Catholic (pagan) phallic=
 traditions. An end to psychiatric treatment (torture) within the city=E2=
=80=A6 it is the churches that are sick and not the people who criticize th=
e pagan traditions taught by these churches. The city should look at not on=
ly ending torture in the hospitals (a real mismanagement of tax money) but =
look at compensating people who suffered under the hands of psychiatry. The=
re is a real risk that if we do not stop psychiatry, then =E2=80=9Cnormal=
=E2=80=9D people across this nation will start facing widespread torture.

   The so-called =E2=80=9CChristian=E2=80=9D churches teach people to honor=
 pagan fertility tree traditions that are in direct opposition to God=E2=80=
=99s First Three Commandments=E2=80=A6 people are taught to honor pagan fer=
tility traditions in place of God=E2=80=99s Commandments and then these peo=
ple go on to commit violations of other of God=E2=80=99s Commandments, the =
resulting crime destroys lives and results in higher taxes for businesses a=
nd homeowners. The churches (and mosques and temples) should be taxed in or=
der to alleviate these higher taxes that they themselves are causing throug=
h their pagan teachings. The Doukhobors should pay increased taxes as they =
too have adopted the Catholic fertility rites and so have become Catholics,=
 they claim to abide by God=E2=80=99s Commandments but they honor Catholic =
fertility rites which are in violation of God=E2=80=99s First Four Commandm=
ents. Doukhobors used to be a benefit to Canadians, now they negligently te=
ach people to abide by Catholic fertility rites. When people adopt Catholic=
 fertility rites then they become Catholics, and that includes Doukhobors. =
It will be difficult to collect increased taxes from the Zoroastrians as th=
ey are difficult to find=E2=80=A6 Zoroastrians faced tremendous persecution=
 from Moslems over the centuries and now they hide. The Doukhobors (the Old=
 Believers) faced tremendous persecution from Christians over the last few =
centuries and now they avoid persecution by embracing Catholic fertility ri=
tes and by changing their Slavic names to Anglicized names. The Canadian Uk=
rainians turn eggs and trees into decorated idols and actively help to teac=
h my Doukhobor relatives to embrace the Catholic fertility rites. Now my Do=
ukhobor relatives love Catholic fertility rites far more than Jesus. The Je=
hovah Witnesses are a Catholic church as they embrace the Vatican=E2=80=99s=
 Sunday Sabbath. The Jewish community will not face additional tax burdens =
because they do not systematically teach people to violate God=E2=80=99s Co=
mmandments but teach people to abide by God=E2=80=99s Commandments instead.=
 Please note that I never stated that one is saved by keeping God=E2=80=99s=
 Commandments, nor do I hold such a view.

   People are systematically taught to embrace traditions in place of God=
=E2=80=99s Commandments, their libraries are filled with books advocating w=
itchcraft and homosexuality, and their media is but a mouthpiece for the Ca=
tholic Church that repeats the call to turn trees into decorated idols and =
provides encouragement to violate additional Commandments, resulting in cri=
me and higher taxes. So not only should the churches, mosques and pagan tem=
ples be taxed to help pay for the costs they impose upon society, their med=
ia should be taxed as well.

   Multitudes of soldiers gave their lives for our freedom =E2=80=93 our ci=
vic governments (and other governments) honors their sacrifices by erecting=
 Egyptian obelisks (representations of penises) and by placing statues of s=
oldiers next to or on top of these Egyptian penises, and by getting other s=
oldiers to bow to the pagan penises by placing fertility tree wreaths at th=
e base of the Egyptian dinks. These are traditions that have become so impo=
rtant that society is willing to have those who point out the pagan filth b=
e arrested and tortured in psychiatric facilities. The city should demolish=
 the cenotaph (an Egyptian dink), those citizens who oppose the demolition =
of this pagan phallus should be allowed to remove it from the city and erec=
t the erection elsewhere. There are more appropriate ways to thank service =
men and women for their service than to honor them with a pagan dink.

   The city closed down the Mendel Art Gallery, it was a wonderful place th=
at provided free access to art and to a conservatory full of plants. Only o=
nce I went to Saskatoon=E2=80=99s new art gallery, I was turned away as the=
 entire facility was closed to the general public, but other people were st=
ill being admitted, those being admitted were arriving in limousines and th=
ey were wearing outfits that exceed the cost of what I spend on clothes in =
three years. I did not return. One would think that with four stories the n=
ew art gallery is large enough to always accommodate people of differing so=
cial-economic backgrounds at the same time. One would think that the old ga=
llery would not be shuttered until the new gallery was ready for occupancy,=
 but this was not the case and the general public was left without a galler=
y for years =E2=80=93 the wealthy among us cared little that the city was w=
ithout a working gallery while the new gallery was being constructed as the=
y could easily afford to frequently fly to other communities and other coun=
tries to view the art there. I support the re-establishment of the Mendel A=
rt Gallery and an end of cash transfers to the new gallery. A study should =
be done on the new gallery and determine how it can be repurposed, perhaps =
it can be used to teach aviation or perhaps the space can even be used to b=
uild small airplanes. There is a much greater desire of city residents to o=
wn their own cars, motorcycles, boats, airplanes and helicopters than to sp=
end money for admission into an exclusive art gallery where people arrive i=
n limousines.

   The city used to hold the immensely popular =E2=80=9CLouis Riel Relay Ra=
ce=E2=80=9D in the 1980=E2=80=99s and 1990=E2=80=99s, the event drew great =
crowds to the center of the city. It was a way to bring together people of =
all cultures, not just Metis, but also Native Aboriginals, Whites, Chinese =
and most of the rest of the diverse community. Then the city cancelled the =
event and put Chinese Dragon Boat Races in their place. About the same time=
 the Chinese Dragon Boat Races began, the media stopped their campaign to d=
emonize the Chinese people, and instead ran =E2=80=9Cnews=E2=80=9D stories =
of how the Chinese were embracing =E2=80=9CChristmas=E2=80=9D (aka turning =
trees into decorated idols), saying =E2=80=9CLook at their beautiful blinki=
n=E2=80=99 trees - the Chinese people are just the same as you and me.=E2=
=80=9D The media played upon people=E2=80=99s love of pagan fertility rites=
 in order to push a pro-Chinese agenda. I support a return of the Louis Rie=
l Relay Race to downtown Saskatoon. If Chinese people want to maintain thei=
r traditions they should do so without cancelling our traditions.

   Help lower taxes in the city by targeting high school students who litte=
r the streets with cigarette butts, fines imposed upon the students can be =
directed towards lowering the property taxes of the homeowners who are nega=
tively impacted by these self-centered students. The schools should be teac=
hing the students how to properly cross the streets and how to deal with th=
eir personal wastes, if they failed learn these skills in primary schools t=
hen they should spend time daily learning the subject in high schools. We s=
hould assume that those high school students that litter the streets with c=
igarette butts similarly don=E2=80=99t know how to wipe their arses properl=
y, provide them with remedial classes at the end of the school day and give=
 them lessons on many different aspects of waste management, including when=
 it is appropriate to flush and the importance of properly wiping and washi=
ng their butt holes. If they are unable to attend such waste management cla=
sses at the end of the day, have them attend a class in the morning before =
the start of the school day. Tossing their carcinogenic cigarette butts on =
the ground is far from being a joke. If the students continue to think that=
 littering carcinogenic substances is a joke, then add a fee to their paren=
t=E2=80=99s annual taxes so that money will be made available to clean up a=
fter their ignorant progeny, we can call in =E2=80=9CYour ignorant progeny =
joke tax.=E2=80=9D When submitting the annual tax bill to the parents, incl=
ude a video of their ignorant child tossing a cigarette butt on the ground.

   High school students know how to smoke in large groups, resulting in clo=
uds of carcinogenic toxins irritating the homeowners living close to the sc=
hools=E2=80=A6 if the students can afford drugs, tattoos, body piercings, d=
esigner clothes, automobiles and smart phones, then they can also afford fi=
nes for littering and jaywalking. Sometimes the weather is such that the ci=
garette smoke hangs in the air, it makes life miserable for those residents=
 who live adjacent to the high schools.

   The federal government recently legalized marijuana, but renters have no=
 place to smoke and can face fines for smoking in public places, it is a so=
rry state of affairs for the smokers who rent. It is also a sorry state for=
 the renters who do not smoke and have to tolerate the smoke from the other=
 tenants. We should look at providing designated smoking areas for people t=
hat smoke tobacco or marijuana. Renters smoking inside non-smoking faciliti=
es should consider moving to a tiny house located outside of the city befor=
e they are charged for administering noxious substances. Be aware that just=
 a small amount of second hand smoke will wake most non-smokers out of a de=
ep sleep as the smoke makes hearts beat faster.

   No tax money to be utilized for sports. Institute a program to help mili=
tary cadets, sports groups and other clubs raise money for their organizati=
ons, where the members record bylaw violations and have the resulting fines=
 shared between the city and the organizations. Target the areas where bars=
 are located and impose fines upon people for littering and for urinating i=
n public. Submitting a 10 minute video of an unattached trailer on a city s=
treet can earn your organization cold hard cash. Military cadets are not re=
ceiving adequate funding and require additional time practicing marksmanshi=
p at gun ranges, it costs money. Up until the mid 1960=E2=80=99s Saskatoon =
had a shooting range and an annual turkey shoot downtown at First Avenue an=
d Twenty-Second Street where the Hilton now stands, children would pay a ve=
ry small fee to try to hit the target and win a turkey. Children used to tr=
avel to the outskirts of the city carrying their rifles across the handleba=
rs of their bicycles, where their recreation was to walk in the prairie wil=
derness and shoot gophers and sparrows with their BB guns and .22 caliber r=
ifles. Many half-ton trucks coming to the city from rural areas had rifles =
visibly stored on racks hanging above the seat at the back of the cabs. Now=
 we import people who want to slaughter us and we prevent our children from=
 learning how to shoot and become responsible gun owners.

   Freemason (Catholic) judges are allowing criminals to go free. And the j=
udges that send people to =E2=80=9Cpsychiatric evaluation=E2=80=9D are very=
 well aware that they have stripped the individual of their rights to defen=
d themselves in a court of law, and the individual will be tortured by psyc=
hiatrists for years to come. These judges are criminals, complicit in tortu=
re, who need to be themselves arrested, detained and =E2=80=9Cevaluated=E2=
=80=9D. Although it is probably not possible to get the Catholic police to =
arrest the Catholic judges, nor is it possible to get Catholic judges to re=
nder unbiased judgments against other Catholic judges, the city should moni=
tor the proceedings in the courts and try to ensure that white people and n=
ative people receive similar penalties as people of other races, ensure tha=
t males receive similar penalties as the females, ensure that the rich rece=
ive similar penalties as the poor, ensure that Christians receive similar p=
enalties as people from other religions=E2=80=A6 anything less is evil and =
directly leads to the downfall of civilization. Because Canadian children a=
re literally getting away with murder, council should study the issue of ex=
pulsion of entire families from the city when their children are out of con=
trol. Homeowners who are raising criminal children should at the very least=
 face higher property taxes to help compensate their victims, and face pena=
lties of even greater degrees if they are found to be systematically teachi=
ng their children to violate laws. Out of control renters should become res=
ponsible small home owners, perhaps 30 to 60 miles outside of the city.

   Many years ago I ran for mayor, my literature pointed out that the city =
lowered taxes for banks. I also indicated that we should ban cars that burn=
 excessive quantities of =E2=80=9Coil=E2=80=9D in their dilapidated vehicle=
s, the media reported that I wanted to ban vehicles that burned an excess q=
uantity of =E2=80=9Cgas=E2=80=9D (the Star-Phoenix refused to print a corre=
ction), and no mention was made of me pointing out that the city reduced ta=
xes for banks. Opinions that are in opposition to those espoused by the med=
ia should be allowed=E2=80=A6 people should be allowed to poster on all cit=
y poles and on city electrical/traffic boxes, and not face penalties for do=
ing so. Because opinions in Saskatoon are censored, we must be diligent to =
allow opinions to be posted onto street poles, allow people to speak their =
opinions on public streets, and allow people to distribute their newspapers=
 on public sidewalks. Islamists should understand that this is supposedly a=
 free country and their blasphemous-murdering-pedophile-prophet may be open=
ly mocked. Islam is not a race but an idea, in free countries ideas are ope=
n to debate, criticism and even laughter.

   Placing an arena on the outskirts of the city resulted in a great financ=
ial loss to downtown businesses and to the city as a whole. When I ran for =
mayor I supported the building of a centrally located arena, and continue t=
o do so, but I no longer support using money collected by taxes to do so. T=
he tax money collected from home and business owners should be managed in a=
 more responsible manner than what was done to date. The city is in trouble=
 with debt, this debt needs to be eliminated.

   An end to attempting to stop river banks from slumping. The costs involv=
ed in attempting to save a home or two located along the river bank far exc=
eeds the value of the homes, and that cost should not be borne by taxpayers=
. The people who desire to save their homes when the river banks start slum=
ping should be free to attempt to stop the slumping on their own. Maybe dig=
 a few deep holes and pour a few steel-reinforced concrete piles, don=E2=80=
=99t look for assistance from city engineers nor any other city employee. G=
et some of them fancy blinkin=E2=80=99 lights to indicate that your propert=
y is slumping, make the best of your situation. You can=E2=80=99t be too sa=
fe, if your property is slumping then consider painting your house yellow a=
s a warning to others.

   Rather than cater to the needs of the local citizens, the University of =
Saskatchewan trains foreign students, including Islamic students, to become=
 medical doctors, dentists, chemists, engineers, and such. Islamists come t=
o Saskatoon and earn doctoral degrees by synthesizing new chemical compound=
s, and by researching properties of these new compounds such as the tempera=
ture at which these compounds explode. Islamists are trained to become psyc=
hiatrists and then under Trudeau are allowed to work in Canada (torture Can=
adians) without they themselves being Canadian citizens. Some Islamists eve=
n come to the University of Saskatchewan and do dissertations on nosecone d=
esigns. The local students who desire admission to these programs are thwar=
ted by the seats being allocated to the foreigners, and are thwarted by bei=
ng unable to sign up for desired classes because their student loans arrive=
 after the classes are filled, and are shunted into the College of Arts and=
 Sciences where the degree results in debt, poverty and unemployment. Numer=
ous studies have shown that as Islamists increase their overall percentages=
 in communities throughout the world, that violent crimes committed by them=
 increases, to the point when they are numerous enough that they then act i=
n unison to enslave women and slaughter their opponents. Because the Univer=
sity of Saskatchewan is instrumental in increasing the number of Islamists =
into Saskatchewan, which will inevitably result in increased crimes and hig=
her taxes, the university should face financial penalties to assist the com=
munities deal with the increased tax burdens. Just like other communities t=
hroughout the world that face an invasion of Islamists, Saskatoon can expec=
t infrastructure losses due to bombings=E2=80=A6 we should start saving mon=
ey to pay for the replacement of the bombed bridges and buildings, and forc=
e the University to post a $3 billion performance bond to help cover the fu=
ture replacement costs (for the University teaches Islamists to synthesize =
compounds that explode). The Islamists are being provided with higher educa=
tion, resulting in higher incomes, and many have arrived to Saskatoon with =
money they stole from the Christians and the Catholics they killed in Afric=
a, the Middle-East and Asia before they arrived here, they should be taxed =
higher than average due to their increased costs they place upon the commun=
ities they invade. If the University of Saskatchewan fails to post a $3 bil=
lion performance bond to cover the future replacement costs of destroyed in=
frastructure, then the city should immediately move to expropriate much of =
the university lands.

   The Catholics stole an Egyptian obelisk (a representation of a penis) an=
d placed it prominently in Vatican Square, then each winter turn an evergre=
en tree into a decorated idol and place it next to the pagan penis, suitabl=
e as both are symbols of fertility=E2=80=A6 the penis is worshipped as a sy=
mbol of fertility due to its reproductive role, while the evergreen tree is=
 worshipped as a symbol of fertility due to remaining green throughout the =
year. Catholics co-opted Protestant churches and use these churches to teac=
h people to honor the pagan fertility rites, even many Seventh-day Adventis=
t churches place Egyptian dinks on their roofs and place trees turned into =
decorated idols next to their pulpits and in front of their churches. The S=
eventh-day Adventists teach people to honor God=E2=80=99s Fourth Commandmen=
t while at the same time are teaching people to violate God=E2=80=99s first=
 Three Commandments, and have the audacity to claim their church is the bul=
wark of truth. Moslems similarly embrace phallic worship, they build penise=
s into their mosque architecture, including into their new mosque in Saskat=
oon. As mayor of Saskatoon, I will not spend people=E2=80=99s money on prom=
oting Catholic fertility rites, Islamic fertility rites, or on fertility ri=
tes espoused by any other religious group. If citizens want to turn their h=
omes, churches, mosques and temples into pagan temples of fertility, let th=
em, but it is wrong to spend tax money on turning city building, streets an=
d parks into blinking pagan temples of fertility.

   The courts in Saskatoon and in other Canadian cities are citing the larg=
e number of black and aboriginal people languishing in jails as a reason to=
 render softer sentences upon individuals from those racial backgrounds, wh=
ich amounts to racism. This racism conducted by the Catholic courts results=
 in people happily violating laws as penalties are weak or non-existent. I =
complained that the churches were censoring Scriptural references to cannib=
alism and were teaching people to embrace traditions that are in direct opp=
osition to God=E2=80=99s Commandments and received many years of brutal hor=
rid torture at the hands of predominantly Hindu psychiatrists at the Royal =
University Hospital at the University of Saskatchewan and at Saskatoon City=
 Hospital. I would be detained and tortured for repeated 6-week periods, th=
en injected with drugs on the final day of each 6-week session that resulte=
d in a couple of months of additional horror after each time I was released=
. Once I lightly punched a fellow who was censoring my posters and was rewa=
rded by the judge with additional months of torture.

   Once I was brutally beaten (I nearly died) at the Mount Royal Seventh-da=
y Adventist Church (for daring to speak at a Wednesday night Bible study) a=
nd was again rewarded with an additional 6-week round of brutal horrid tort=
ure (and a couple months additional torture resulting from the drugs inject=
ed into me on the last day of the =E2=80=9Ctreatment=E2=80=9D). I was bruta=
lly assaulted by James George De Witt (born May 8th 1953), and then arreste=
d and tortured, for being brutally assaulted at the Mount Royal Seventh-day=
 Adventist Church was used as additional evidence that I was acting up and =
deserving of a needle in my arse. George James De Witt had arms that were m=
uch bigger than my legs, his brother was a national boxing champion - Georg=
e De Witt grabbed me at the Wednesday night SDA Bible study and flung me up=
 the stairs and then punched me in the head as hard as he could. As I lay o=
n the lawn next to the Mount Royal Seventh-day Adventist Church the Adventi=
sts departed their Bible study, I wasn=E2=80=99t able to move and nobody ca=
me out to see how I was. These Adventists don=E2=80=99t like to hear that t=
heir church censors Scriptural references to cannibalism, don=E2=80=99t lik=
e to hear that they teach people to abide by Catholic fertility rites, they=
 don=E2=80=99t like to hear that many of their churches are capped with Egy=
ptian obelisks (representations of penises). The following Saturday I stood=
 outside the Seventh-day Adventist Central Church on Victoria Ave. and show=
ed off my ripped clothes and injuries, one Adventist told me not to come ba=
ck or they would do worse to me. I attended that church hoping for assistan=
ce to flee many years of psychiatric horror, they instead beat me to the po=
int of death and then had me arrested and tortured. George De Witt=E2=80=99=
s daughter posted that she was so pleased that her dad beat the shit out of=
 me, that I was deserving of the beating. I wanted help to flee Canada, ins=
tead the Adventists brutalized me further.

   Soon after a drug-dealing immigrant from El Salvador (Manuel Oswaldo Chi=
nchilla Morales, born February 8th 1977), who lived with his Seventh-day Ad=
ventist family, together with his friends, beat me in downtown Saskatoon. A=
fter returning home from the hospital I continued to lay in bed for weeks, =
fearful that the police were going to come and arrest me again, for speakin=
g again. So the worst two beatings I ever experienced in life were dealt to=
 me at a Seventh-day Adventist Wednesday Night Bible Study and then by a dr=
ug dealing immigrant from El Salvador who lived in Saskatoon with his Seven=
th-day Adventist immigrant family. I was already devastated by years of hor=
ror in psychiatric facilities in Saskatoon, these people must have seen me =
as an easy conquest. George De Witt=E2=80=99s muscular arms were bigger tha=
n my thighs, the punch he gave me would likely have killed over 95% of the =
people on the planet, he is a soldier of the Seventh-day Adventist Church.

   Ethnic diversity is negatively impacting poor whites and poor aboriginal=
 natives, resources provided by governments have limits and are being provi=
ded to the newcomers at the expense of the poor. Years ago a group of Syria=
ns arrived to the airport and were welcomed by three levels of government -=
 civil, provincial and federal government representatives welcomed these ne=
wcomers and provided homes and money for them, while at the same time many =
white and native people were sleeping in bushes along the riverbank and und=
er bridges. People could not find it in their hearts to provide a bed for t=
he homeless in Saskatoon, yet when the Syrians and other Islamists were flo=
wn in they were provided with hotel rooms, hotel meals and swimming pools. =
The new Islamist immigrants were provided for at great cost, multitudes mor=
e resources were provided for them than for our own, who struggle to live h=
ere in abject poverty.

   Now we hear on a daily basis of Latin American, Asian and African immigr=
ants committing murders and other serious crimes against white European peo=
ple. White people in Canada signed treaties with native aboriginals to shar=
e this land, these treaties do not give us permission to import many millio=
ns of brutal Latin American, Asian and African immigrants. And due to the h=
igh amount of gun violence committed by these new immigrants in Ontario, Al=
berta and British Columbia, the Islamic federal government now wants to rem=
ove our access to guns rather than punish the murderous and racist thugs. T=
he Canadian Islamic federal government has an agenda that includes allowing=
 white people (especially white males) to perish and this should have been =
a civic issue long ago. They are housing foreign thugs in Toronto, allowing=
 these thugs to commit repeated acts of violence without serious penalty, t=
hen these foreign thugs make excursions to western provinces and commit ser=
ious crimes here before returning to Toronto=E2=80=A6 governments in other =
regions of Canada are acting as enemies to the citizens of Saskatoon, they =
should pay for the damages their negligent actions are causing us.

   We need to place people on notice that these brutal assaults will be att=
ended to. So, as mayor, I will instruct the police to arrest and detain the=
 hockey players that assault fellow hockey players on the ice. The assaults=
 would be witnessed by thousands of people, there is no doubt of guilt, the=
se hockey players should be immediately arrested and removed from the ice i=
n handcuffs. The arena in Saskatoon should not be used as a platform to tea=
ch children to assault one another. Should the arena continue to be used as=
 a platform to teach people to assault one another, and if the perpetrators=
 of the assaults are not brought to justice, then as mayor I will try to ga=
in council support to limit or outright curtail activities at the arena. If=
 people abuse the arena, then they should lose access to the arena. If the =
Catholic judges decide to free the Catholic hockey players without sufficie=
nt penalty, then all the Catholic hockey teams can play their Catholic =E2=
=80=9Cgames=E2=80=9D elsewhere. Every time a major event occurs at our nort=
hernly placed arena, the result is traffic jams that require multiple polic=
e offers to attend and untangle, one or two of those officers should instea=
d be posted next to the ice and will be poised to arrest the perpetrators o=
f the on-ice assaults. On one hand there is additional costs due to the add=
itional policing required for these traffic jams, on the other hand the pol=
ice are being used to direct traffic rather than being used in more useful =
roles, such as arresting violence wherever it occurs in the community.

   The Catholic fertility rites (which includes tree and penis worship) are=
 being whole-heartedly adopted by aboriginals in and around the community o=
f Saskatoon. At One-Arrow First Nation, the native aboriginals placed a sta=
tue of their leader Chief One-Arrow upon an Egyptian representation of a pe=
nis. They see how other communities in and outside of Canada honors their w=
ar dead by placing statues of soldiers next to or directly on top of Egypti=
an dinks, so the ignorant aboriginal Indians similarly adopted this Catholi=

as well. The aboriginal children faced a couple of hundred years of sodomy =
at the hands of the Catholic priests, and they incredibly respond by placin=
g a statue of Chief One-Arrow upon a pagan representation of a penis. The r=
esult of embracing Catholic fertility rites in place of God=E2=80=99s Comma=
ndments is that God withdraws His protection and allows Canada to be floode=
d with Islamists, Hindus and Sikhs, all of whom similarly embrace pagan fer=

o the Amritsar temple with gold doesn=E2=80=99t make the penises nor the Si=

 and perhaps even played with it, then there might be some merit to the ide=
a of placing a statue of him standing on top of an Egyptian dink. It was be=
fore my time, and there are two different cultures here (Indian and Egyptia=
n) which are both very dissimilar to my own culture, so I am not entirely q=
ualified to comment further on the issue.

   It matters little to God which particular group of pagan penis whoreship=
pers occupies any country. Many of the aboriginal Indians flip-flop between=
 =E2=80=9CCatholicism=E2=80=9D and =E2=80=9CTraditional Native Spirituality=
=E2=80=9D depending upon whom they are trying to get into their beds and fu=
ck on any particular day, rather indicating their true religion to be =E2=
=80=9Csex=E2=80=9D. So as the native aboriginals blindly engage in their ph=
allic worship, members of alternative fertility cults invade Canada, and it=
 just doesn=E2=80=99t matter to God which particular fertility cult occupie=
s any country.

   Many native reserves are plagued with violent crimes, the young there fa=
iled to listen to the wisdom of their grandmothers and other elders, they f=
ailed to listen to and obey God. In most reserves the children flip-flop be=
tween Catholicism and Native Spirituality depending upon whom they are tryi=

   Saskatoon requires water and sewer upgrades, these repairs should be con=
sidered as of far greater importance than paving streets, clearing streets =
of snow, designating bike lanes or separating recyclables. Saskatoonians wh=
o drive cars should consider driving trucks instead as we do not have the m=
oney to keep the roads in top condition, especially if we are digging up st=
reets to replace water lines and bury the power lines. Most bicyclists in S=
askatoon wish they owned cars or trucks, may they prosper and purchase them=
selves some kind of warm vehicle. It will be pretty difficult for the poor =
to prosper now that the federal government allows non-Canadians to work in =
Canada, and because most any government aid goes to others now. The banks t=
ook so much money from people in the communities, now they employ non-Canad=
ians from Iran or other Islamic countries to work behind desks at bank bran=
ches and determine if you are worthy of a loan. There should be an end to t=
he City of Saskatoon employing people who are not Canadian citizens. It sad=
dens me to see city hall and assorted business employ foreigners rather tha=
n employ the unemployed and underemployed people in and around Saskatoon.
