The Byron plot was jms and would have been in season 4 if the show had been renewed earlier. Claudia Christian declined to renew her contract. None of this had anything to do with TNT. They had a lower per-episode production budget and lost 20 or so production days, but it was better than not getting a production order. TNT ordered the four made-for-tv movies, so that was a positive.
