It looks like I forgot to update it when I changed the last login date to use a 
Unix-style date.  I will fix it in the next build.  If you want to fix the one 
you have you can edit bulletin.mps and make the following change:

Old: If DirTime > UserLastOn
New: If DirTime > DateU2S(UserLastOn)

You'll have to use mplc to recompile it afterwards.  You can run mplc -all in 
your Mystic BBS directory to do that.
