File Lock issues with Mystic

I am using the current version of Mystic BBS on windows and running across some 
issues after pressing the v key then return back to the sysop menu to move the 
file it's giving me a error. I think the issue that the file is being locked.

This should not happen once the file is opened then close it should relese the 
file lock. Is this a bug in the current version of Mystic?
