We can't have that can we? The South was rural while the North and the east coast had cities... Protecting them both requires different strategies. Blame the Generals since the Constitution says that the President can call-up the militia today, and that would mean it will absolutely be the generals making that the Presidents choice with their input. -- -Reality Matters-
