You mean the Militia was keeping the home fires burning by protecting 
all the property of the Southern States from being burned and looted and 
stolen by the British.

The South was rural while the North and the east coast had cities...

Protecting them both requires different strategies.

Blame the Generals since the Constitution says that the President can 
call-up the militia today, and that would mean it will absolutely be the 
generals making that the Presidents choice with their input.
