It merely means that a child can't be GROOMED by LGBTQ and Pedophile or 
Democrat Abortion doctors.

The parents have to allow/consent to discussions about sex with the 
medical staff until they are 18.  Like buying a gun, there is no 
learners permit you are either an adult or NOT.  And the kids have to 
have the parents permission to handle or use a gun.

The reason for that is a HUMAN LIFE is at risk. And an adult has to be 
in charge of that RISK and the primary care giver is the PARENT or LEGAL 
GUARDIAN. The medical staff that sees the kid once every six months for 
15 minutes or once a year, isn't the LEGAL GUARDIAN. And neither is a 
School teacher or school administrators.
