While getting older people to take drugs or drink alcohol and or spiking their drinks with DATE RAPE drugs is also illegal even when it's done to adults. Which means that Grooming is a psychological form of manipulating children as DATE RAPE drugs are of manipulating adults... similar to extortion. Pedophilia is a sexual abnormality, some abnormalities are legal because they don't harm others. But Pedophilia does harm children. And it's illegal to violate the RIGHTS of children and to harm them which is why they can't legally consent to sex with an adult, it's called statutory rape. Which is violating the statutes that protect the mentally vulnerable from being taken advantage of sexually... What this Democrat and the LGBTQ and Pedophiles in general want to do is to make it legal to take advantage of children who have yet to reach puberty and/or full sexual awareness. Again it's statutory rape "grooming" and pedophilia.
