Congress can't make any laws to authorize any of that, that constitutionally includes appropriations laws that spend money. All the money that trickles down from Congress is limited by those limitations on Congress. *Amendment I* Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof...or abridging the freedom of speech... *Amendment XIV* Section 1. ...nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. I further note that all government workers and contractors and people working officially on the behalf of the United States or connected to the the United States either using official funding or private funding can *NOT* pursue policies and actions that violate the U.S. Constitution.
