Either the data is wrong or the explanation and interpretation is wrong. Accident suggest there is no one at fault, say maybe a brake failed or a tire blow-out or lightening strikes or a deer jumped in the road. Being involved in an accident says that couldn't avoid the issue causing the crash having followed the rules and laws. And being involved is NOT causing an accident. And taking into account that someone was "in" an accident is NOT the same as that someone causing a car crash. The risk may be that they live next to a liquor store with drunks frequenting it. Or near a confusing 4 way stop or other traffic hazard and statistics show that when you leave or go back home you travel that path more than any in your travels. Insurance companies raise rates because they can, not because they have proof you are dangerous. I haven't had an accident or ticket in probably 15-20 years, and they raise my insurance costs almost every year.
