Why does it require $3 Billion to do NOTHING?

Taxpayers are paying $3 Billion for a border and Biden is failing to do 
the work like a Roofer or a Building Contractor that you pay to do the 
work but they never show up again to do the job, it's FRAUD.

But then everything Democrats do seems to be corrupt and a scam doesn't it.
