It does when the FBI was spying on people and sharing/colluding and 
using that information to target persons or groups who didn't violate 
any Federal laws or that they chose to target for political association.

The content is irrelevant unless it violated a Federal law. If there is 
no probable cause or warrant, there is no FBI jurisdiction.

To spy and surveil Americans Citizens while searching for "terrorism" 
they need a FISA WARRANT.   To target a person for TWITTER to surveil 
because the FBI wants then surveiled is no different than the FBI doing 
the surveillance themselves.  They are contracting the TWITTER 
infrastructure to do that for the FBI which then places all the limits 
and delegated power of the FBI and it's money onto the people the FBI 
contracted or enlisted to do the surveillance for them.

The GOVERNMENT and the FBI also can't hire a MAFIA hit man to kill 
anyone because the Constitution won't allow for it.  It violates the 
Constitutional limits on the Congressional appropriations and the 5th 
Amendment to the Constitution.

SHADOW GOVERNMENT to limit free speech.
